About the Department

THIS IS A PROMOTIONAL INTERNAL RECRUITMENT.  ONLY CURRENT CITY OF BREMERTON POLICE DEPARTMENT EMPLOYEES ARE ELIGIBLE TO APPLY.

The salary indicated above includes longevity (1.25% earned after five years and increases to a maximum of 12% after 26 years).

Supervises the work of sworn and civilian personnel in a shift or unit of law enforcement support activities including training, investigation, patrol, and traffic regulation.  Assists in planning and utilization of personnel and equipment and assists in development of policies and procedures. Reports to a Lieutenant or Captain, depending on assignment.

Position Duties

 (Note – this list is intended only to illustrate the various types of work that may be performed.  The omission of specific statements does not exclude them from the position.)

  • Plans and directs the activities of police officers assigned to a shift or unit of work.  Prepares and presents briefing to officers going on-duty and assigns officers to patrol areas.
  • Supervises patrol, detective, traffic and special assignment police officers during an assigned shift. Monitors and/or performs all police activity on street and in station, including police patrol, response to calls for service, apprehending criminal suspects, making arrests, investigating crimes, gathering intelligence, collecting evidence, enforcing laws, monitoring traffic and assisting citizens.
  • Develops tactical solutions to operational incidents.
  • Assigns work duties, patrol vehicles, and patrol areas; makes decisions on handling of cases, suspects, and persons in custody; advises, guides and directs officers and detectives in handling incidents and cases; reviews police reports and criminal charges prepared by officers for completeness and accuracy.
  • Sets the example for subordinates, meets standards of performance, conformance (duties and rules), and require subordinates to do likewise.
  • Provides leadership for officers under their command.
  • Responsible for continuously monitoring and reviewing the assigned work tasks, productivity and performance of subordinates. When appropriate, takes timely, reasonable supervisory steps to ensure work assignments are completed or performance goals are met.  Acts as a positive influence upon the conduct and performance of subordinates.
  • Determines staffing level needs and adjusts manpower accordingly.
  • Maintains daily attendance records and time sheets for assigned employees.  Provides initial approval or rejection of requests for sick leave, vacation or compensatory time.  Ensure that they comply with guidelines.
  • Performs the full range of duties of subordinate officers when necessary for the efficient, effective, and timely operation of the Police Department.
  • Maintains a daily log of shift activity and individual officer actions which are forwarded to command staff.
  • Resolves operational problems and questions arising from staff and citizens.
  • Generates, collects and/or maintains records of subordinate officers' accomplishments and corrective actions.
  • Evaluates performance of subordinate employees.
  • Ensures compliance of the rules, regulations and policies and continuously updates staff on new laws and regulations.
  • Accepts and handles complaints pertaining to officer conduct or activities. Submits reports to superiors on actions taken.
  • Responds to crime scenes, accidents, and other serious or sensitive incidents and assists command personnel, or when appropriate, assumes command.
  • Prepares patrol division reports including statistical data collection and analysis.  Approves all shift reports and prepares daily shift summary.
  • Assists with administrative assignments and the development of department budgets, policies and procedures.
  • Meets with Command Staff to discuss work progress/problems of unit employees. Offers solutions.
  • Analyzes and disseminates intelligence information and assists in the coordination of intelligence activities with other law enforcement agencies.
  • Supervises or conducts investigations and interviewing.  Handles difficult or sensitive cases by personally interviewing complainants, witnesses and suspects.  Apprehends and transports suspects.  Obtains evidence and other documentation, prepares investigation reports, testifies in court, participates in the investigation of complaints against department personnel, and testifies at required hearings.
  • Establishes training needs and coordinates and plans the department training programs.  Recommends training curriculum and develops training materials in cooperation with law enforcement training consultants and with the approval of Department management. Assists in training and in the field training of Police Officers.  Schedules officers for training.
  • Ensures accuracy and completeness of reports, logs and other records prepared by assigned Police Officers.  Makes sure that cases are properly prepared and presented in court.
  • Takes corrective action as appropriate and authorized.
  • Makes oral presentations and participates in discussions with citizen groups, students, and community organizations to maintain and improve police-community relations.
  • Performs additional duties as required or assigned.

Other Duties:
Regular attendance is an essential requirement.
Performs related work as assigned and/or required.

Minimum Qualifications

Knowledge of:

  • Modern law enforcement principles, procedures, techniques and equipment.
  • Federal, state, county and city laws, regulations and ordinances as they pertain to law enforcement duties and responsibilities.
  • Understands the policies, rules, procedures, practices, functions and objectives of the Department.
Ability to:
  • Effectively supervise, train, and motivate employees.
  • Recognize and analyze a variety of police problems and make useful decisions and/or recommendations.
  • Plan operational activities and methods.
  • Competently oversee investigations and use specialized equipment such as cameras, fingerprinting and drug analysis equipment.
  • Perform duties effectively in emergency and stressful situations.
  • Establish and maintain successful working relationships with employees, other law enforcement agencies and all segments of the public.
  • Communicate effectively, both orally and in writing.
  • Analyze situations and adopt a quick, effective and reasonable course of action, particularly under conditions which are psychologically and emotionally stressful.
  • Communicate effectively with persons in physical and/or emotional distress.
  • Administer first aid or perform other lifesaving procedures in accordance with training.
  • Write clear and accurate reports.
  • Adapt to and utilize current and new technology, devices, equipment, computers and software.
Skill in:
  • Use and care of firearms.  Must be able to routinely qualify with and proficiently operate all assigned weapons, including the ability to accurately fire, clear malfunctions, disassemble and clean weapons.
  • Driving motor vehicles under emergency and non-emergency conditions.
  • Properly operating and maintaining police issued or assigned equipment.
  • Observation and the ability to remember names, faces and details of incidents.
     

Education and Experience

Two years college level police science or related field, or equivalent training and experience, AND five (5) years full-time paid commissioned law enforcement experience. Must hold the rank of Corporal at the time of examination.

Washington State Peace Officer Certification and Valid Washington State driver's license.

**Pursuant to Civil Service Rule 8.05(B), candidates who are not more than one (1) year under the specified minimum age on an examination, and not more than one (1) year under the specified experience or minimum service credit requirements are eligible to apply.  A successful candidate will have delayed eligibility until the required minimum age, experience, or service credit is attained.

Placement on the eligibility list is determined by weighted examination scores as follows:

Written Assignment - Passing Score 70% - Weight 25%
Presentation of Written Assignment - Passing Score 70% - Weight 25%
Structured Interview - Passing Score 70% - Weight 50%

Qualified candidates must achieve a score of 70% or higher on each portion of the examination in order to be placed on the eligible register.

Candidates will be provided with details regarding the written assignment and presentation at a later date.


TENTATIVE TESTING SCHEDULE:

The promotional process is tentatively scheduled for December 11th and 12th, 2025.

The required attire for the Oral Examination is Class A uniform.

Any applicant who wishes to appeal any part of an examination shall file an appeal in writing with the Civil Service Officer within five (5) working days (Civil Service Rule 9.29A) following administration of the examination.

Fair Labor Standards Act: The classification is non-exempt under the laws of fair Labor Standards Act minimum wage and overtime provisions.

Representation:  The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Bremerton Police Officers’ Guild.

Civil Service: The classification is included in the City's Civil Service System.

Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with Civil Service Rules.  

This classification specification does not constitute an employment agreement between the City and employee.  It is subject to change by the City, with the approval of Human Resources, as the needs of the City and requirements change.
