About the Department
Assists in the development, coordination and implementation of compliance policies, programs and strategies aimed at ensuring transparent and accountable County operations within the Airports Department.
Position Duties
• Monitors leases, contracts and agreements to ensure compliance with lease terms, contracts and regulations, insurance requirements, bonding, payments of rents and fees, and other lease and contract provisions. • Drafts notices of non-compliance and reviewing, responding to, and tracking corrective action plans to ensure regulatory and organizational compliance. • Works with senior management to improve internal controls, minimize fraud, document best practices, conduct audits and complete annual risk assessments. • Investigates and determines causes of irregularities and errors in compliance; prepares draft recommendations for necessary corrective or preventative internal control measures for review and approval; assists with implementation, as appropriate, by providing training and other support as needed. • Reviews and evaluates the effectiveness of corrective action plans and provides comprehensive follow-up to senior management. • Conducts audits of internal policies, procedures and practices, accounts, grants, contracts, revenue collection, purchasing, disbursements, inventory as well as facilities and equipment management; and reports all findings. • Develops and maintains records, reports and inspection checklists. • Communicates in writing and orally with lessees and others, concerning lease and contract compliance issues, rate adjustments, expiration dates, renewal requirements and the like. • Assists with special projects; researches and compiles data; prepares and presents reports, spreadsheets, graphs, etc. • Stays up to date with regulatory action relevant to the airport industry; attends training and seminars, as assigned. • Performs other duties as assigned.
Minimum Qualifications
Education, Training and Experience: Bachelor's degree in Accounting, Finance, Business or Public Administration or closely-related field supplemented by a minimum of four (4) years of progressively responsible experience in governmental accounting, internal auditing/compliance practices or organizational analysis; or an equivalent combination of education, training and experience which provides the required knowledge, skills and abilities. Experience in a governmental or municipal organization is preferred. Licenses and/or Certifications: Requires a valid driver license. Must be able to obtain and maintain an airport issued Secure Identification Display Area (SIDA) badge. Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) designation preferred.
Other Qualifications
Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines and related peripherals. Must be able to exert 20 to 25 pounds of force occasionally, or 10 to 25 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects. Requires periodic walking and standing, with occasional bending and stooping. Must be able to move about office and airport complex. Physical demands are essentially those of sedentary work. Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex technical data, policy and procedure manuals, codes, professional journals. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job and with a broad array of individuals from various professional backgrounds. Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Numerical Aptitude: Must be able to add, subtract, multiply and divide; to determine weight; calculate decimals and percentages; compute discount, profit and loss, ratio and proportion. Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate levels of stress, imposed by frequent deadlines, peak workloads, or public contact. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
