Summary 

The Program Manager Specialist (Sr. IT Integrator) is responsible for planning, implementing, and maintaining control systems infrastructure associated with DMS and TMS.  Activities include the planning, development, implementation, and support of highly reliable systems, leading strategic planning efforts regarding infrastructure deployment, application and systems troubleshooting, and working with various support tools to maintain the environment. This role will be responsible for drafting operational procedures, troubleshooting and maintenance, and ensuring regulatory compliance within the environment.

 

Key Roles & Responsibilities

  • Develops, implements, monitors, and recommends changes to IT Control System infrastructure, operational metrics, support requirements as well as forecasts results that will enable Oncor to meet operational goals.
  • Mentors other integrators, executes special projects, develops strategic business plans, and forecasts results.
  • Manages the integration of new hardware and software using agile and develops ways of working.
  • Develops and maintains diagrams, design and as-built documentation, and operational models to ensure controls system reliability, scalability, and operability.
  • Develops, tests, supports, and maintains disaster recovery solutions to maintain required Recovery Time Objective and Recovery Point Objective.
  • Reviews and approves architecture design and oversees implementation of system upgrades.
  • Evaluates and approves root cause analysis and problem response plans.
  • Works with vendor resources to improve processes and operational issues.
  • Assists with planning and procurement activities for infrastructure and services purchases.
  • Develops integrated project and operational plans with other Oncor Information Technology capabilities and Oncor business partners.
  • Conducts crucial conversations where performance and continuous improvement are needed.
  • Works with management and vendors to maintain and upgrade infrastructure (e.g. servers and applications).
  • Follows incident and change management processes when troubleshooting and implementing changes to infrastructure, security, and applications in accordance with regulatory requirements.
  • Responsible for insuring the on-time completeness of  NERC-CIP (North American Electric Reliability Corporation Critical Infrastructure Protection) compliance tasks.
  • Work with other compliance stakeholders to maintain a high level of accuracy in compliance tasks.
  • Confirms and adheres to all procedures, policies, and regulatory guidance.
  • Performs other duties that may be assigned.

       

      Skills 

      • Understanding of Oncor Company policies.
      • Demonstrated understanding of regulatory and market issues surrounding utility systems and applications.
      • Advanced knowledge, understanding, and experience supporting technology systems including infrastructure systems and SCADA (Supervisory Control and Data Acquisition).
      • Advanced written and verbal communication skills.
      • Proven ability to articulate complex system issues in both public and private forums and work with many stakeholders, both internally and externally.
      • Possesses demonstrated leadership skills.
      • Demonstrates multi-project tracking skills including requirements gathering, status updates, design development, and adherence to a schedule.
      • Demonstrates effective analytical, critical thinking, and creative problem solving skills.
      • Ability to troubleshoot with cross-functional infrastructure and application teams on various issues.
      • Ability to provide analysis expertise between teams along with packet capture analysis and forensic inspection.
      • Knowledge of NERC CIP standards, definitions, and applicability to substation BES (Bulk Electric System) Cyber Assets.

       

      Education

      • High School diploma, GED or equivalent is required.
      • Applicants with a Bachelor’s Degree in an IT discipline such as administration, systems, programming, or a related field are encouraged to apply.
      • Applicants must have the ability to become NERC CIP (North American Electric Reliability Corporation Critical Infrastructure Protection) certified.

       

      Experience

      • 5-7 years of professional experience is required.
      • Applicants with 2 years of experience in a technology development, solution delivery, or operations responsibility are encouraged to apply.
      • Applicants with 2 years supervisory or program/project management responsibilities; cross-functional experience are encouraged to apply.
      • Experience with Patch Management tools, Change Management tools, EMS software, SCADA support and managing a critical infrastructure environment.
      • Experience in building strong relationships with vendor and service provider counterparts, experience in an outsourced IT and/or consulting environment, strong written and verbal communication skills.

            • Meets Control Systems’ goals as it pertains to network systems reliability and performance.
            • Takes effective actions to minimize risk across Oncor.
            • Successful diagnosis and resolution of network and security system issues.
            • A track record of collaborative participation in the management of Oncor’s technology platforms.
            • Compliance with applicable NERC CIP, FAA, FCC, etc. regulations.
            • Consistently meets deadlines, manages assignments and resources with minimal supervision, and adjusts to changes in scope, direction, and priorities.
            • Successful leadership, influence, and maintained relationships with all stakeholders.
