About the Department
Under general direction of the City Manager, Sustainability Program Manager is the key staff position leading and coordinating the City’s efforts to become more environmentally sustainable, reduce greenhouse gas emissions, and strengthen the community’s resilience to climate impacts. Guided by the 2020 Sustainability and Climate Action Plan, the Sustainability Analyst works with people throughout the City and community to develop and implement policies, programs and practices to reduce the City’s environmental footprint, to conserve and enhance natural resources, and to prevent and adapt to climate change. This position is represented by the Lake Oswego Municipal Employees’ Association/American Federation of State, County and Municipal Employees (AFSCME).
Position Duties
- Oversee implementation of the City’s Sustainability and Climate Action Plan.
- Research, analysis and studies related to implementing sustainability goals city-wide.
- Develop policy around climate action goals, facilitate inter-departmental collaboration, and develop and implement projects, including community engagement and education programs, focused on reducing greenhouse gas emissions, enhancing sustainability in City operations, and increasing the community’s resilience to climate impacts.
- Prepare and present plans, plan updates, and reports.
- Serve as the City’s subject matter expert on sustainability and climate action and present information on waste, energy, sustainability, and climate resilience to staff, management, City Council, and the public. Stay current with regional, state, and federal requirements and guidance relevant to sustainability and climate action.
- Manage solid waste franchise and administer contractual obligations, including implementing waste management programs. Coordinate with regional agencies to ensure the City remains in compliance with regional and state solid waste and recycling requirements.
- Provide staff support to the Sustainability Advisory Board.
- Represent the City with outside agencies and the community groups regarding sustainability programs and initiatives.
- Manage projects, monitor progress, and coordinate activities with staff, stakeholders, and outside agencies.
- Performs other duties of a similar nature or level.
Minimum Qualifications
Qualified candidates will have broad knowledge of public administration, sustainability, and local government management principals, practices, theories and methods. A typical way of obtaining the knowledge, skills, and abilities is through obtaining a four-year Bachelor’s degree in sustainability, environmental science, urban planning, or related field, and working in the field of sustainability for five years. A Master’s Degree in a graduate program in Sustainability or Public Administration is desired. Candidates may also have an equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
Candidates must have strong MS Word, Excel and other computer application skills. Successful candidates must possess a strong customer service minded skill set, high integrity, ability to work well with varied stakeholders, communicate in a clear, tactful and courteous manner and deliver accurate and timely work product.
Licensing and Other Requirements:
Positions in this classification require the ability to possess and maintain a valid driver’s license and ability to meet the City’s driving standards.

Non-cash compensation includes medical, dental, vision, PERS employee pick up, and VEBA contribution.
Bilingual Pay: Employees who can speak and/or write a language listed in the top five (5) most common languages spoken in the Lake Oswego School District, may be eligible for three percent (3%) bilingual pay.
