Summary:

The position is responsible for overseeing scheduled and unscheduled payroll calculation and processing, maintaining related records and reports, and performing related administrative and technical work as assigned. Responsible for all aspects of payroll, federal and state payroll tax filings, payroll liability payment and MPSERS reporting. 

 

Description

  • Implements guidelines, deadlines and procedures for the processing of District payroll; 
  • Coordinates the use of assigned payroll, general ledger and human resource software for payroll processing including but not limited to electronic time keeping systems. 
  • Maintains confidentiality of payroll details both within and outside the school district.
  • Coordinates with the Human Resources Department the calculation of salaries, overtime payments, leave, certification status and eligibility for benefits for both full-time and temporary employees. 
  • Serves as the District's principal contact in the calculation and processing of approved tax-sheltered annuity enrollment forms.  Also assists in monitoring contribution limits. 
  • Assists in the balancing and production of payroll check distribution and direct deposit advices. 
  • Posting payroll to ledger; reconciling deductions and benefits after each payroll. 
  • Prepare required government reports; retirement, IRS, W-2’s, 941’s, etc.
  • Process employment verifications and final salary affidavits.
  • Interpret provisions of employment contracts related to payroll in order to properly process special payments and help answer employee questions
  • Compiles data for and prepares various payroll/financial records and reports as required by the District and other agencies. 
  • Regular and predictable attendance is required for this position.
  • Provides timely assistance to all staff related payroll questions and concerns.
  • Attends training, seminars and conferences as required to maintain and enhance job knowledge and skills.

Education and/or Experience:

  • Associate’s Degree in Accounting, Finance or related field, preferred 
  • Minimum 12 semester hours of college level accounting courses, required.  18 hours preferred. 
  • One years’ experience in public school accounting, finance and/or grant administration preferred 
  • Demonstrated ability to manage department work flow with an emphasis on customer service and timeliness, required 
  • Experience and proficiency in Microsoft Excel, required
  • Understand the Michigan Department of Education account structure 
  • Strong analytical, research and mathematical aptitude 
  • Demonstrated ability to take initiative and work as an effective team member 
  • Excellent organization skills
  • Ability to handle a variety of issues and responsibilities with attention to detail and minimal supervision 
  • Dependable and able to handle confidential information with discretion 
  • Effective communication skills, both written and verbal 
  • Experience with school business financial accounting software preferred 

 

Language Skills: 

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from the community, regulatory agencies or staff members.

 

Analytic and Mathematical Skills:

Analytical ability and mathematical aptitude sufficient to process transactions as well as identify and resolve payroll issues.

 

Reasoning Ability:

Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to research new regulations from various government agencies and successfully implement payroll related updates.
