JOB SUMMARY:

Provides technical tasks in field surveying, design plans, right-of-way maps, drawing preparation, calculations, and public records research on road rights-of-way, property ownership, and legal descriptions.

ESSENTIAL JOB FUNCTIONS:

SURVEYOR TECHNICIAN JOB FUNCTIONS

Effectively operate and use various GNSS/Surveying instruments and software to perform surveying/mapping and related work.

Have a working knowledge of conventional surveying techniques and equipment, including total stations, digital levels, and other relevant instruments.

Computes existing and proposed right-of-way and public property lines using computer software, field notes, and deeds, and produces survey plats and topographical mapping.

Research records such as, but not limited to, road right-of-way, property ownership and parcel descriptions, Commissioners records, road records, survey records, etc., as needed or assigned.

Writes legal descriptions for right-of-way acquisition and for public property deeds.

Geocodes or assists in Geocoding subdivisions, surveys, monumentation of the Public Land Survey System, road rights-of-way, right-of-way vacations, other types of road rights-of-way, and historical maps into the County GIS.

Assists in designing and maintaining databases required for the GIS Geodetic Control layer and the SIMS (Survey Information Management System).

Works with the engineering staff, Surveyor, or design manager in creating preliminary, final, and simple design drawings using AutoCAD Civil 3D, Trimble Business Center, and ArcGIS Pro software.

GEODETIC NETWORK TECHNICIAN JOB FUNCTIONS

Supports the administrator of the County’s Real Time Virtual Reference Network (RTVRN), the special software and servers associated with network operations, and the website.

Assists in managing, monitoring, and maintaining Mesa County’s Real Time Virtual Reference Network (RTVRN). Assists in monitoring and maintaining the Trimble Pivot Platform Server, updating, installing, and repairing when necessary. Monitor the RTVRN user database and website. Review and discuss new users' applications for acceptance into the RTVRN system. Review NTRIP subscriptions and coordinate with private and public users of the RTVRN system to keep them up to date. Coordinate with Mesa County IT to ensure the GPS servers are up-to-date and running the most current systems.

Assists in maintaining Mesa County’s Continuously Operating Reference Stations (CORS)—repair and update equipment when needed.

Notifies all users of upcoming repairs, upgrades, and system downtimes. In addition to maintaining the information displayed on Mesa County’s website regarding the RTVRN network.

UNMANNED AERIAL SYSTEMS PILOT

Assists in the administration of the Unmanned Aircraft Systems (UAS) program and can follow standard operating procedures associated with flight missions. Willing to obtain certifications required to operate, as well as knowledge of FAA regulations applying to UAS operations.

Create the Plan, perform the UAS survey, serve as Pilot-in-command, and assist with all unmanned survey activities for Mesa County Public Works.

Review, process, and analyze all data received from UAS systems, and perform the necessary transformations to enable the relevant parties to review the data.

ADDITIONAL DUTIES & SKILLS REQUIRED

Ability to learn new computer hardware, software, and skills.

Team-building skills are necessary.

Oral and written communications must be clear and effective.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Currently enrolled in an associate's degree program in surveying, engineering, or drafting.

Any combination of education, training, and experience that provides the knowledge, skills, and abilities required for the job.

Licenses and Certifications:

Valid Colorado driver’s license.

A Land Surveyor Intern license is desirable at the time of hire, but not required.

Ability to obtain a Colorado Professional Land Surveyors Intern Status within 4 years of hire.

Ability to obtain an FAA Part 107 “UAS Remote Pilot” License within 1 year of hire

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

This position requires standing, stooping, sitting, bending, twisting, and lifting to 50 pounds.

Work is generally conducted in a standard office environment. However, duties require some outdoor fieldwork.
