About the Department

This position is responsible for administering the Borough's mandated bankruptcy and foreclosure programs to ensure compliance with Borough Code, state and federal laws and regulations.

Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

Position Duties

K1 - K5 - DOE

Minimum Qualifications

High School diploma or equivalent.

Five (5) years of experience in the occupational field, sufficient to understand the major duties of the position. This is a customer focused, fast paced position with deadlines dictated by Borough Code. Relevant experience and/or skills may include: customer service skills, data entry, cash handling, excellent oral and written communication skills, problem solving, attention to detail, time management, must be able to work alone and with others.

Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.

Completion of Incident Command System (ICS) courses, ICS 100 and IS 700, within ninety (90) days of hire. 

Must successfully pass a pre-employment background check.

Other Qualifications

  • Administers and manages the real property and special assessments foreclosure process, by creating and managing foreclosure lists, and account files.
  • Schedule multiple foreclosures simultaneously, while following Alaska State Statutes and Borough Code.   
  • Prepare court filings with exhibits and work with Borough Officials and Attorneys to ensure statutes and borough code are being followed.  
  • Creates mass mailings for property owners and public notices with local newspaper publishers to adhere to Alaska State Statutes.
  • Prepares legal documents for court ordered liens and repurchase quit claim deeds and certificates of redemptions.
  • Records legal documents.
  • Maintain lienholder files.
  • Establish relationships with title companies, creates contracts to complete bids for acquiring Title insurance, and reviews Litigation Guarantees for corrections and preparation for Land Management requirements.
  • Records and manages time and processes, for self and others who assist, in a foreclosure calendar for calculating costs for each foreclosure.
  • Researches and prepares findings and recommendations and collaborates with multiple departments, state resources and title companies, regarding properties in question for retention or removal of accounts from the foreclosure process, site inspections or other matters.  
  • Assists with Land Management Tax sales as needed.
  • Develops correspondence for a variety of foreclosure or bankruptcy needs, such as individual property letters, and memos for departments within the borough, prepares payoff notifications to financial institutions, title companies and the general public.
  • Creates mass certified mailings for final attempt to contact property owners, and retains and files returned pieces for legal requirements.  
  • Attends court proceedings or Assembly meetings as required.
  • Processes information regarding bankruptcies; establishes and maintains bankrupt debtor files; reviews court records; prepares court pleadings, objections, motions, and proofs of claims; researches and resolves discrepancies in bankruptcy files.
  • Directs the maintenance of foreclosure and bankruptcy records; oversees the establishment and organization of files and reference materials; logs information into the database; classifies material for filing, retrieval, retention or storage.
  • Develops retention schedules and ensures compliance with records retention schedules.
  • Develops, maintains and updates manual and automated bankruptcy records.
  • Works with IT on resolving system issues that affect bankruptcy and foreclosure information.
  • Performs related duties.
