The Mission Systems Services (MSS) Directorate within Mission Systems Engineering & Technology organization is seeking an experienced and self-driven leader to manage the increasing demand for secure program facility and network requirements across the Mission Systems portfolio. In this position the value stream leader will be the accountable lead for the execution and strategy of our secure footprint and connectivity across sites. This includes accountability of intake of program needs such as facilities and secure connectivity demand, requirement tracking, planning, prioritization, execution, and sustainment of program work environments (PWE) for the compliant development and production of program data with unique security requirements.
The value stream leader role will direct all phases of the initiative strategy and development from inception to completion and has the responsibility and accountability to deliver results against the secure program projects. This role will heavily leverage RTX Lifecycle Program Management (RLPM) framework and the leader will work closely with Integrated Project Teams (IPTs) including digital technologies, engineering, security, and facilities. It will also oversee the executing projects led by the Cross-Functional Project Managers (CFPMs)
This position will be required to work onsite at either the Cedar Rapids, IA or Richardson, TX locations. This role will require travel up to 30%.
What You Will Do
Accountable for the execution of overall classified and unclassified facilities and connectivity
Partners closely with site facility and DT architecture teams to ensure alignment for Mission Systems to establish an overall strategy for classified footprint
Accountable for and owns internal customer relationships for all current and future program efforts
Develops and implements consistent processes and workflows for Mission Systems across all sites to effectively manage the overall connectivity & facilities strategy
Consistent partnership with Senior Leadership to ensure priorities aligned with overall strategy
Aligning facility strategies and secure connectivity investments with evolving program demands and portfolio priorities as defined by the Mission Systems Strategic Business Unit
Develop a culture of teamwork and accountability both within the Program Work Environment executing team and Integrated Project Team (IPT), as well as with all the business interfaces, leading and motivating the integrated project team
Identifying and implementing Continuous Improvement ideas and methodology
Establish and mature centralized, portfolio-level operating model to manage classified/unclassified infrastructure demand and execution—replacing fragmented, site-driven models. Establish target conditions for improvement supported by measurable driver measures
Create and maintain an environment that encourages and supports change while maintaining compliance and protecting the business
Qualifications You Must Have
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 14 years prior relevant experience or an Advanced Degree in a related field and minimum 12 years of experience
Proven business experience in roles such as Value Stream Leadership, Program Management, Engineering, or Business Development
Demonstrated leadership capabilities, with a strong track record of driving execution and delivering results
Experience operating in and/or managing the establishment of classified laboratories or cleared environments, with a solid understanding of security protocols
Qualifications We Prefer
Active or Existing Secret or Top Secret Security Clearance Preferred
Value Stream Management (Program Management) experience
Demonstrates strong previous leadership experience
Extensive experience with the RTX Lifecycle Program Management (RLPM)
Hands on experience with building out/accrediting facility environments (collateral, SAPF, SCI) and networks
Prior experience in systems and project management, classified work environments, network requirements, financial acumen, and operational efficiency with experience leading high-performing integrated project teams
Demonstrated ability to coach, mentor, and train strategic insight and critical thinking in solving complex problems
Previous experience working across multiple SBUs preferred

The salary range for this role is 176,000 USD - 352,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
