The Manager, Safety Management Systems is responsible for development, implementation, and administration of the District's Safety Management System (SMS.) Lead for agency-wide strategic direction, implementation, and management of the Federal Transit Administration's (FTA's) Moving Ahead Progress (MAP-21) Agency Safety Plan based on the Safety Management System (SMS) approach. Responsible for the development, implementation, and maintenance of Agency Safety Plan (ASP.) Responsible to develop & implement a continual improvement plan for a hazard-based approach to identifying and controlling safety risks to the agency. Develop and implement an organizational framework to support a risk-based safety culture.

Leads efforts to ensure integration of safety compliance and best practices throughout the District's safety systems, employee and contractor adherence with relevant safety and health rules and regulations. Advises leadership and provides guidance in the development and implementation of safety plans, policies, and provides technical subject-matter expertise agency-wide.

Provide content guidance for occupational safety and health policy or training; Prepare assets and resources for safety utility; Prevent and Protect TriMet employees and patrons from unintentional harm; Preserve safety, and Recover from further harm.

This role requires being onsite five (5) days per week.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

Position Duties

  1. Manage, plan, direct, coordinates and review the work of assigned staff, including hiring, performance management, coaching, training, and development.
  2. Manage and provide oversight of the districts safety management system (SMS), including leading development and implementation of new processes, as needed, for ensuring policies, programs, and procedures are designed to support the four components of SMS and to comply with local, state, and federal standards, rules, and regulations.
  3. Oversight of program, including management of tasks to implement, monitor, and create training for the Public Transit Agency Safety Plan at TriMet’s locations: light rail, bus transportation and maintenance facilities, maintenance of way, capital projects group and third party contractors. Function as program manager to develop the FTA mandate Public Transit Agency Safety Plan.
  4. Ensure an in-depth analysis of the Public Transit Agency Safety Plan (ASP) to build and maintain a solid framework supporting continual implementation of SMS. Manage the annual review, revision, and implementation cycle of the District's Agency Safety Plan in compliance the FTA mandate. Ensure training about the Agency Safety Plan throughout the District and affected contractors.
  5. Advises leadership and provides guidance on the corrective action plan process. Identify findings where TriMet is non-compliant with established standards and requirements — recommend, evaluate, approve corrective/preventive actions, and follow-up to ensure timely resolution.
  6. Acts as safety program manager. Ensures that business practices comply with industry specifications, standards, regulations, and laws by developing and implementing safety programs, procedures, and regulatory compliance strategies.
  7. Responsible for directing and supporting on-going and triennial, compliance, quality assurance, and safety assurance, audits of critical safety records to ensure that record keeping practices are organized and uniform.
  8. Oversees the Safety Management Information System (SMIS) and other safety technology solutions. Manage the procurement, administration and implementation of the SMIS and other safety technology solutions across the agency.
  9. Responsible for coordination with IT on management of computer system validations and Risk Management Information System (RMIS) software requirements for Safety department.
  10. Oversees coordination with training departments to develop and implement SMS Training into agency job matrix that supports a robust culture of safety as required by SMS standards.
  11. Leads the District's efforts to grow a robust culture of safety.
  12. Manage and oversee safety department data acquisition and analysis of safety trends to promote business strategies to meet TriMet's safety business goals and metrics.
  13. Manage and oversee consultant contracts and all efforts related to the successful completion of consultant work y acting as project manager, or supervise safety staff assigned as contract project managers or task order project managers.
  14. Develop, manage, participate in the safety committee process including charters and training.
  15. Advise, monitor, draft and report on corrective action plans.
  16. Serve as senior investigator. Investigate significant TriMet incidents, collisions, and injuries, as required. Oversee monitoring of contractor incident, investigation and reporting to assure that their incidents are appropriately evaluated, investigated, resolved and comply with agency expectations and requirements. Be available and respond to serious accidents within the District's service area by participating in a rotating on-call duty schedule with each duty period lasting 24-hours a day over 7-days.

Minimum Qualifications

A minimum of a bachelor's degree is required. A bachelor's degree in safety management, engineering management, risk management, aviation engineering, mechanical engineering, or a master's degree is preferred.

Six (6) years of total credited experience.*

Five (5) years of safety systems are required.

Five (5) years of transportation, aerospace, aviation, manufacturing or change management are preferred.

Two (2) years lead or project management or staff management.


Transit Safety and Security Program (TSSP) is required within three (3) years of employment.


CSP, PMP - Project Mgmt Professional and Six Sigma, Green or Black Belt are preferred.


Or any equivalent combination of experience and training.*

The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $102,036.00

Maximum: $153,055.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above.  For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
