Duties and Responsibilities

  • Plans, directs, and coordinates the work of the Finance Department including the staff work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
  • Develop, lead and mentor assigned employees; utilize all aspects of performance management to supervise, direct, and evaluate employee and team performance, correct performance deficiencies, employ team-building strategies, and achieve Agency metrics.
  • Prepares the Annual Comprehensive Financial Report Statement for review by the Agency’s independent external auditors.
  • Prepares and provides information for the annual budget as required; prepares annual payroll, and assist with operating and capital budgets.
  • Develops and implements new accounting techniques, procedures and systems to include GAAP and GASB changes; modifies and modernizes existing methods and procedures.
  • Provide comptrollership functions in order to ensure finances are managed according to legislation, policies and procedures and generally accepted accounting principles.
  • Manage accounting and financial systems and maintain full and accurate accounting records. Conduct financial analysis and prepare detailed financial reports and statements. Provide financial and accounting advice, direction and leadership.
  • Respond to auditors’ comments concerning finances and operations and oversee required action to address deficiencies.
  • Develop policies and procedures for all functions of the Finance Department
  • Assist and provide support to Revenue Cycle functions including revenue forecasting.
  • Implement and monitor payment authority practices. Establish and maintain cash controls.

Update Agency Fiscal Procedures Policy manual as needed.

Specialization

Experience in Government Accounting preferred

Education/experience

  • Bachelor’s degree in accounting or finance required. Business Management or closely related field and ten (10) years of increasing experience in accounting, at least three (3) years in a supervisory capacity, or any equivalent combination of education and experience.

Certifications/licenses

Current CPFO (Certified Public Finance Officer) or CGFM (Certified Government Financial Manager) and CPA is highly desired.
