About the Department

Principal Clerk positions supervise the day-to-day activities of a large clerical staff through subordinate supervisors; act as liaison between work units and other divisions, departments, and agencies to coordinate interrelated functions; interpret policies and procedures to the public, management, subordinates, and other departments verbally or in writing; compile data; prepare reports; and perform other duties as assigned. 

      NOTE:
  • Eligible benefited employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).

Position Duties

You must meet the following requirements on the date you apply, unless otherwise indicated.
  
EXPERIENCE:  You must meet ONE of the following options:

  1. One year of full-time experience supervising a clerical staff as a Senior Clerk/Typist or Court Support Clerk Supervisor with the City of San Diego.
  2. Four years of full-time clerical experience, which MUST include one year in a supervisory capacity at a level equivalent to a Senior Clerk/Typist or Court Support Clerk Supervisor (a position that plans, assigns, and reviews the work of clerical subordinates performing a variety of clerical functions; resolves workload problems and establishes priorities; develops, reviews, and modifies work procedures for the unit; reviews a variety of reports, forms, and records for accuracy, completeness, and compliance with applicable statues). Qualifying supervisory experience MUST include the full range of supervisory duties which includes:
    • Employee selection.
    • Scheduling assigned functions and ensuring that work is performed correctly.
    • Reviewing/approving timecards.
    • Interviewing, selecting, and/or recommending qualified personnel for subordinate positions.
    • Providing orientation and on-the-job training to ensure that responsibilities are understood by subordinates.
    • Monitoring and evaluating the performance of employees through evaluations which you have written, signed, and administered.
    • Recommending/administering personnel actions for employee recognition, counseling, and/or discipline. 

      NOTE:

  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

  HIGHLY DESIRABLE:

  • Supervisory experience in a payroll/business/legal office setting.
  • Knowledge of human resources/personnel procedures including certifications, class studies, personnel action requests, and career advancements.
  • Ability to handle multiple priorities.
  • Experience with criminal justice/law enforcement computer database programs.

Minimum Qualifications

Successful candidates will be placed on a list which will be used to fill position vacancies during the next six months (180 days). Other Qualifications

PRE-EMPLOYMENT REQUIREMENTS: Employment offers are conditional pending the results of all screening processes applicable to this position, which may include the following: confirmation of citizenship or legal right to work in the United States; completion of a pre-employment medical review and exam (which may include drug and alcohol testing); reference checks; and fingerprinting. Fingerprints will be submitted to the Federal Bureau of Investigation and the California Department of Justice for a conviction record report. Certain positions may require additional screening processes, including a polygraph examination and/or background investigation. All screening processes must be successfully completed before employment begins. A positive test result for alcohol, cannabis/marijuana, illegal drugs, or inadequately explained prescription drugs, or misrepresentation, falsification, or omission of pertinent facts in any step of the screening or selection process, may constitute cause for disqualification or termination of employment.
