Duties

As a Public Utilities Specialist (Contracts and Energy Services) at the full performance level, you will: Determine extent of service necessary to new or existing customers and whether such service is available from SWPA resources. Develop contract provisions as a result of such determination. Develop the technical elements of the service desired, such as: delivery points and/or voltages, calculations of losses in transformation and transmission, methods of segregation of various types of power and energy, rates to be used for payment, and any factors necessary to protect the interests of the United States. Promote good customer relations, attend meetings with customers, customer groups, and/or potential customers to discuss needs, develop criteria for power supply, develop and explain contract provisions and procedures used in administering the contracts. Recommend revisions to established contract criteria based upon changing laws and/or policies, regulations, and conditions. Initiate, review, and analyze various engineering studies and recommend auxiliary to the basic power contracts. Communicate with and/or disseminate to other SWPA organizational entities necessary information and data which are related to specific assignments. Maintain liaison with a wide variety of internal organizations.

Requirements

Must be a U.S. Citizen or National. This employer participates in the e-Verify program. Males born after 12/31/1959 must be registered for Selective Service. This position requires the ability to operate a government vehicle. The incumbent must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment. You may be required to complete a financial disclosure (OGE-450). Security clearance and associated requirements- non sensitive, moderate risk. This position is not included in a Bargaining Unit.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. GS-11: To qualify for the GS-11 grade level, applicants must have one (1) year (52 weeks) of specialized experience, equivalent to the next lower grade level [GS-09] in the federal service. Specialized experience is defined as experience in all the following: Utilizing automated software to collect and perform research analysis using databases, spreadsheets, or charts; AND Assisting in analyzing proposed customer projects to determine contractual needs to develop contract methodologies and prepare information to support development of contracts. OR Applicants have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of specialized experience and higher level graduate education. GS-12: To qualify for the GS-12 grade level, applicants must have one (1) year (52 weeks) of specialized experience, equivalent to the next lower grade level [GS-11] in the federal service. Specialized experience is defined as experience in all the following: Utilizing software to collect and perform research analysis; and Developing criteria to create various operational agreements; such as power sales, purchase power, interconnection; AND Utilizing various software and database management systems, to develop various reports for the operation(s) of the contract tracking, billing, and electrical transmission system. GS-13: To qualify for the GS-13 grade level, applicants must have one (1) year (52 weeks) of specialized experience, equivalent to the next lower grade level [GS-12] in the federal service. Specialized experience is defined as experience in all the following: Collecting, analyzing, processing and validating market settlement statements; Designing and maintaining automated operating energy accounting systems, software procedures and guidelines to support the reconciliation and analysis of market and transmission activity; Utilizing various software and database management systems to extract data, create numerical and/or graphic reports to evaluate systems to identify system and data problems. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
