The Office of Aging and Adult Services (OAAS), within the Louisiana Department of Health, oversees programs that support older adults and individuals with adult-onset disabilities. OAAS works to provide quality long-term care options that promote choice, independence, and well-being. With an annual administrative budget of $80 million and oversight of Medicaid programs totaling approximately $1.8 billion, OAAS serves around 19,000 participants across Louisiana. The office manages major Medicaid programs, such as Nursing Facility Admissions, Long-Term Personal Care Services, and Home and Community-Based Services Waivers, as well as the PACE program and other grants. OAAS staff ensure compliance, quality, and effective service delivery through statewide program operations and oversight.

The Program Manager 3 functions as director of the Finance and Administrative Support Services division and reports directly to the Deputy Assistant Secretary. This is a highly responsible executive position that manages, directs, coordinates, and administers all financial, accounting, budgeting and support functions for OAAS with the assistance of subordinate staff. The incumbent also exercised functional oversight for the budget preparation and forecasts of the state-run long-term care facility in Jackson, the Traumatic Brain and Spinal Cord Injury Trust Fund Program and the State Personal Care Assistance Program.

Position Duties

Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

  • Prepares and manages the agency operating budget requests through all phases of the budget development cycle to final approval by the Legislature and Governor. 
  • Monitors programmatic expenditures and projections to assure adherence to budgeted to funding and determines the need for corrections or adjustments. 
  • Oversight of State Civil Service and contract staff responsible for coordinating the day-to-day duties of the Finance and Administrative Support Services Division, including contract management, lease management, grants, telecommunications, purchasing and receiving, property control, travel, safety, and risk management compliance. 
  • Provides oversight to the Traumatic Brain and Spinal Cord Injury Trust Fund Program and the State Personal Care Assistance Program.
  • Develops policies, procedures, and standard operating procedures for OAAS administrative and programmatic functions; provides technical support and assistance to OAAS staff in meeting requirements.

An ideal candidate will possess: 

  • Experience in high-level project management, facilitation of systems management change, and comprehensive knowledge of management, preparation, and administration of budget and fiscal duties. 
  • Experience overseeing critical support activities including contract management, lease management, risk management, telecommunications services, purchasing, safety, travel, and property control.
  • Knowledge of relevant federal and state laws, rules, regulations, policies, and procedures  
  • Experience with programmatic oversight of programs that serve older adults and individuals with adult onset-disabilities
