Description

The Clinical Director is responsible for implementing the operation and administration of the practices and policies of the Children’s Receiving Home (CRH) programs as established by the CEO and Board of Directors. The Clinical Director will provide leadership, guidance and oversight for all departments providing direct services to youth and families at CRH and will serve as the Short Term Residential Therapeutic Program (STRTP) Head of Service. This will include planning, organizing, coordinating, supervising and reviewing the work of assigned professional, clinical, residential and administrative staff. He/she will also establish and implement operational and/or clinical processes, methods and procedures in support of CRH programs. The Clinical Director is responsible for the operation of all areas of CRH in the absence of the Chief Executive Officer.

Essential Duties and Responsibilities:

Program Administration

  • Provides leadership role in administering, managing, coordinating, maintaining and consulting on all programs and services. Exercises independent discretion for all matters involving CRH programs.
  • Oversees the development of the agency program goals and objectives ensuring alignment with agency strategic plan.
  • Participates in all program services contract negotiations.
  • Develops and implements administrative and program policies and procedures.
  • Provides oversight of all programs and services within the definitions, objectives, guidelines and the policies and procedures of CRH.
  • Serves as STRTP Head of Service.
  • Participates in the development and implementation of agency’s mission, goals and objectives.
  • Participates on CRH Board Committees as appropriate.
  • Reviews and evaluates operations and activities on a continual basis.
  • Participates on various internal agency committees as appropriate.
  • Oversight of the agency’s programs, practices, policies and trainings meeting compliance and Council on Accreditation (COA) standards. 

 

Personnel and Quality Management

  • Supervises and supports assigned staff.
  • Oversees and participate in the interviewing and hiring process, ensuring compliance with all agency and regulatory policies, practices and laws.
  • Responsible for the collection, review, approval and submission of direct reports’ timesheets.
  • Assists staff with identification of individual skill or knowledge deficits and facilitate availability of learning opportunities and develop and administer a plan for development.
  • Oversees staff, providing the necessary and appropriate counseling or disciplinary action in accordance with agency policies, consulting with Human Resources when major disciplinary action is needed.
  • Adheres to policies, procedures and regulations of the Children’s Receiving Home.
  • Ensures orientation and training for new staff and subsequently ensure current staff are enrolled in and/or have completed required training.
  • Ensures completion and routing of all required original personnel and training forms and records to the Human Resources and Training Departments respectively.
  • Conducts timely performance evaluations for direct reports as well as monitoring timeliness of all performance evaluations.
  • Participates in Agency-wide quality management efforts and planning.
  • Models, trains to, and supports the principles and practices of quality management.
  • Creates and maintains a focus on outcomes for assigned program.
  • Participates in departmental budget planning with CFO/ Accounting Manager.
  • Approves all requests for payments including regular vendor invoices and major expenditure requests for all areas of responsibility.
  • Responsible for maintaining cost control activities to stay on target with annual budget.  Receives monthly departmental financial reports and prepares corrective action plan for any major variances.
  • Oversight to ensures program staff engagement with families and children is in a manner that respects ethnic and cultural practices/customs/ and differences. Utilizes a strength based approach when engaging with families and in practice with coworkers.

Community Outreach and Program Development

  • Acts as liaison between Agency and other community organizations, contract monitors, placing agencies, outside resources, and existing and potential client base.
  • Provides leadership and support to the program planning and development functions of the Agency.
  • Plans, manages, coordinates, and participates in outreach activities with various community groups and other public agencies to identify and assess the needs of target client populations.
  • Establishes and oversees a variety of record keeping and documentation processes for Agency.

Other

  • Attends external training/conferences to meet CCL, CACFS and best practice requirements and keep up to date with current information and developments.
  • Presents information gathered at conferences at meetings and staff in-services/training as appropriate.
  • Provide Clinical Supervision as needed.
  • Performs other duties as assigned.

Supervisory Responsibilities:

Directly supervises and supports Managers, Senior Administrator and other staff as assigned.

Qualifications

Education/Experience:

  • Possession of a Graduate Degree in social work, counseling, psychology, child development or related field is required.
  • Possession of a valid California LCSW, MFT or Psychology License is required.
  • Three years’ experience in a clinical and/or residential setting working with children is required.
  • Three years’ experience as a supervisor is required.

Licenses, Certifications, Registrations:

  • Must possess a valid California Driver’s License.
  • Must be at least 21 years of age.
  • Must pass First Aid, CPR, and Bloodborne Pathogens certification courses offered through the Children’s Receiving Home within the first three months of employment.
  • Must maintain CPR, First Aid and BBP Certification throughout employment.
  • Must complete online Mandated Reporter Training Course within first week of employment.

Knowledge, Skills and Other Abilities:

  • Ability to read, speak, understand, analyze and interpret documents such as client safety/treatment plans, assessment materials and procedure manuals in the English language.
  • Ability to write professional/clinical reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Must be able to function independently yet be able to seek guidance when necessary.
  • Knowledge of standard and acceptable principles and practice of mental health and child protection services, as well as treatment and the multi-disciplinary approach to treatment.
  • Expertise in assessing challenging clients, experience with assessing children and adolescents desired.
  • Knowledge of the Diagnostic and Statistical Manual of Mental Disorders (DSM V).
  • Knowledge of a variety of therapeutic interventions and models emphasizing empirically validated interventions.
  • Knowledge of standards and accepted principles and practices of supervision, training, and performance planning and review.
  • Knowledge of the role of social service agencies, both public and private.
  • Knowledge of pertinent laws, codes, regulations, and guidelines related to the operation and delivery of a variety of client services to individuals and families with particular emphasis on child protection services and applicable reporting laws and protocols.
  • Knowledge of legal/ethical issues as outlined by BBS or BOP and APA.
  • Knowledge of basic personnel principles and procedures associated with hiring, performance management and evaluations, training, and employee discipline/development.
  • Knowledge of standard and accepted methods and techniques to effectively identify problems, gather pertinent data, analyze and evaluate potential alternatives, develop and justify recommended solutions, implement solutions, and monitor for effectiveness and success.
  • Knowledge of basic structure of resources, operations, and services within a nonprofit organization and consistent with nonprofit guidelines and regulation.
  • Knowledge of professional standards and requirements for assigned clinical program particularly as it pertains to licensing, accreditation, and standards compliance.
  • Excellent writing, communication, organizational and time management skills.
  • Skill to maintain a professional, confidential work environment.
  • Ability to manage multiple tasks at one time in an efficient manner.
  • Excellent problem-solving skills.
  • Knowledge of CPS, child welfare, juvenile justice and mental health systems.

Physical Demands:

While performing the duties of this job, the employee is regularly required to stand; walk; use hands and talk or hear. Fine motor skills such as typing, the use of a computer mouse and telephone handset is required.

Employee is frequently required to reach with hands and arms. The employee is required to sit, stoop, kneel and crouch. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
