Organizational Unit

The Department of Medical Education (DME) in the Morsani College of Medicine (MCOM) is headed by Dr. Bryan Bognar, Chair & Vice Dean for Educational Affairs. Dr. Bognar is responsible for the oversight of the Undergraduate Medical Education (UME) program and Graduate programs curriculum, all MCOM student services (Student Affairs, Admissions, Student & Community Engagement, the Experiential Learning Center), the School of Physical Therapy, the Athletic Training Education Program, and the Physician Assistant program. The Chair/Vice Dean also works collaboratively with Graduate Medical Education (GME), Continuing Professional Development, and the Deans for the College of Pharmacy, College of Nursing and College of Public Health to advance the education mission across the MCOM and USF Health. DME (including the MCOM student services) currently consists of 10 faculty members and - 50 administrators/staff members. The primary clients for DME are the medical students, DPT students, PA students, the doctoral, post-doc/masters students, and the faculty/staff educators for the medical and graduate program curriculum. The department interacts with faculty, staff, administrators, students, and healthcare providers across USF Health, USF and other institutions.

Position Summary

This position, Manager Fiscal and Business Admin, will report to the Director of the Department of Medical Education (DME) in the USF Morsani College of Medicine (MCOM). He/she will oversee all aspects of budget planning and management for all the DME accounts, including the HCA affiliation agreement. The Manager will also assist the director with all DME administrative management duties such as all source budget, procurement, fiscal and administrative compliance; and represent the DME on multiple committees and workgroups throughout the university. This position will also have HR oversight in the DME which includes supervising 3 fiscal employees, recruiting, and employee relations. Will act as a reconciliation reviewer/verifier for all DME accounts, as well as lead all financial audits within the department.

Responsibilities

Budget Planning & Management

  • This position will co-manage the DME all-source budget and oversee all aspects of budget planning and management of the HCA Affiliation within the DME.
  • Prepares and manages the budget for the HCA funds including 15 chartfields under the main convenience account (~$4M /yr at full capacity).
  • Responsible for developing and monitoring the All-Source budget, providing projections and generating reports and analysis.
  • He/ she will have authority to manage these accounts and exercise decisions, in coordination with the DME Vice Dean and Director, on the placement of expenditures.
  • Accountable to monitor compliance of each cost center within the approved budget. Manages the financial administration of the auxiliary, convenience, UMSA, Foundation, and USF funding sources related to all the DME accounts.
  • Knowledgeable of the HCA affiliation agreement, and responsible for fulfilling all corresponding and budgetary requirements, and compliance with State regulations. Will remain up to date on Federal, State, and University policies and procedures.

Purchasing/Reconciliation/Financial Audit Oversight

  • Accountable to oversee all purchasing activities within the DME.
  • In charge of monitoring all the DME financial accounts and ensuring reconciliations are done in a timely manner as per State, UMSA, and Foundation regulations.
  • Will assume the role of the dedicated reconciliation reviewer/verifier in the DME.
  • Will act as a department representative for all financial audits, report findings to leadership, and work with auditors to resolve identified issues.
  • Manage high-level analyses and special complex projects; prepare ad hoc reports and presentations as assigned by the Director of DME.

Supervising - HR Oversight

  • Responsible for supervising the fiscal team personnel (3 Fiscal & Business employees) - hiring, coaching, training, terminating, etc.
  • Lead the internal non-compensated faculty appointment process in the department, as well as liaise with Health HR embedded services to track, evaluate, renew/terminate collaborative faculty appointments on a timely manner.
  • Manage rate planning, advise the DME Director on vacant rate, and analyze available funding for potential salary increases, promotions, etc.
  • Prepare/update pay distributions based on availability of budget.
  • Act as the designated approver for pay distributions for all the HCA, and PA chartfields.

Financial Oversight of all MD Scholarships & Management of Average Student Indebtedness

  • In coordination with the DME director and the chair, oversees all student awards and scholarships.
  • Responsible for producing scholarship awarding reports from various funding sources.
  • In charge of modeling projections and proposing scenarios to keep the student indebtedness average within the range commanded by MCOM leadership.

Committees Representation

  • This position will serve as the DME/HCA admin representative on department, MCOM/Health, and university wide committees and workgroups including HR, Budget, scholarships, and administrative ones.
  • Direct all administrative activities of the department in compliance with state, university, UMSA, and HCA rules and regulations.
  • Advise department deans and directors on admin issues and exercise significant discretion to guide employees on appropriate courses of action.

Qualifications

Minimum Qualifications:

This position requires a Bachelors degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and four years of professional business experience; or a Masters degree in the same fields and two years experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.


Preferred Qualifications:

Masters degree in Accounting, Finance, or Business Administration or other field directly related to the position's responsibilities and 4 years of professional business experience in a health field or medical school setting. CPA certification is preferred.

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements:

  • Four years of direct experience for a bachelor’s degree
  • Six years of direct experience for a master’s degree
