About the Department
This management position assists the Fire Chief in planning, organizing, and directing all Fire Department operations, including personnel management of both full-time and paid-on-call staff. This position will be able to assist in leading the department’s many facets in alignment with the City’s CORE values, strategic plan, and best practices. This position will be expected to work collaboratively with staff to develop effective and communicative working relationships.

Position Duties
- Review, evaluate, and ensure the quality of work of both full-time and paid-on-call staff, or other assigned employees and recommend developmental steps.
- Provide leadership which promotes collaboration, innovation, and a spirit of teamwork that fosters individual and organizational growth.
- Assist with planning and directing department staffing and scheduling to ensure effective utilization of all personnel.
- Oversee department operations including training programs and establish minimum training standards and performance standards and safety practices.
- Oversee development and execution of continued community engagement.
- Management of records management systems and document retention.
- Recommend updates to department policies, goals, and objectives in alignment with City Council goals.
- Recommend policies and procedures for Fire to ensure the highest level of responsive quality care in an effective manner.
- Communicate timely, accurate information to the Fire Chief and colleague departments to facilitate interdepartmental cooperation.
- Utilize technology to enhance the efficiency and effectiveness of service delivery of emergency management services to the public.
- Assist in the preparation of the department’s annual budget and Capital Equipment Program.
- Assist with the development and implementation of a strategic plan for long-term departmental operations.
- Represent the Fire Department on committees and advisory boards both internally and externally.
- Respond to major alarms as appropriate.
- Perform other duties as assigned and assume such other responsibilities as needed to carry out the essential job functions.
- Serve as Acting Fire Chief in the absence of the Fire Chief.
- Regular attendance is required.
Minimum Qualifications
Minimum Qualifications
- Associate’s degree in Fire Science, Business, Public Administration or a related field demonstrated to be applicable in this position. A combination of education and experience may be considered.
- Minimum nine years of progressively responsible experience in the fire service or public administration
- Minimum three years of management/supervisory experience
- Minnesota State certification for Firefighter II, Fire Instructor II, Fire Officer II, and Hazardous Materials Operations Certification.
- Valid Minnesota Emergency Medical Responder/First Responder Certification.
- Licensed as a firefighter in the State of Minnesota or obtain within a reasonable time.
- FEMA NIMS 100, 200, 700, and 800.
- Valid, unrestricted driver’s license except for corrective lenses.
- Bachelor’s Degree in Fire Engineering/Administration or Public Administration.
- Minnesota State certification Fire Officer III and Instructor III
- Both Minnesota EMS Regulatory Board and National Registry of EMTs Emergency Medical Technician Basic or Advanced Certification
- Experience as a training officer.
- FEMA NIMS 300 and 400
- NFPA 1403
