Duties & Responsibilities

 (NOTE:   **denotes Essential Functions)

  1. **Under the direction of the Grants Coordinator and in coordination with the campus Fiscal Office provides support in the establishment and maintenance of fund accounts and expenditure controls related to all extramural funding, including Title Ill grants.
  2. **Responsible for the preparation and maintenance of fiscal reports and budgets for assigned grant programs; assists with budget projections and contract management; keeps program personnel informed of current fund status and collaborates with them regularly to plan fund expenditures.
  3. **Assists principal investigators (PIs) with the preparation of the grant proposal and budget and project financial reports.
  4. **Provides training and advises assigned programs on procurement methods for specialized purchases to improve efficiency of extramural transactions. Responsible for advising PIs regarding applicable procurement rules and regulations.
  5. **Provides technical advice in the procurement of goods and services, preparing requisitions, soliciting competitive bids on Superquote, developing Request for Proposals, sole source justification, price reasonableness justifications in accordance with applicable guidelines and procedures and regulations.
  6. **Responsible for preparing the contract documents for the purchase of goods and services, including repair and maintenance contracts, up to $25,000.   Ensure budget allowability and compliance with sponsoring agency.
  7. **Prepares, reviews and audits online RCUH and KFS purchasing and payment and travel documents; ensures that all proper documents are in compliance with UH and sponsor policies.
  8. **Prepares personnel documents and transactions to ensure compliance with applicable policies and procedures/rules and regulations, fiscal appropriateness and availability of funds and allowability.
  9. **Reconciles all assigned accounts; monitors grant expiration dates; assists PI's in the closeout of all projects.
  10. Other duties as assigned.

Minimum Qualifications:

  1. Possession of a baccalaureate degree in business, business administration, accounting or any related field and 3 year(s) of progressively responsible experience with responsibilities for financial cost accounting, or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. 
  2. Considerable working knowledge of principles, practices and techniques in the grants administration or fiscal project management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with grants administration or project management.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. Knowledge of policies and procedures associated with higher education institutions.
  9. Experience formulating budgets for competitive grant proposals, as well as projections for payroll and other project expenditures. 
  10. Functional knowledge of state and federal laws and higher education policies and procedures applicable to extramural contracts and grants.
  11. Ability to analyze financial statements, discern trends, and apply analytical techniques.
  12. Functional knowledge of HR principles and practices.
  13. Demonstrated ability to maintain confidentiality.

Desirable Qualifications:  

  1. Knowledge of administrative policies and procedures of University of Hawaii personnel and fiscal administration of the University of Hawaii.

  2. Knowledge of the principles and practices of University of Hawaii personnel and fiscal administration

  3. Ability to analyze, interpret, and apply financial rules and regulations to a variety of work situations

  4. Experience with higher education accounting systems

  5. Knowledge of Kuali Financial System (KFS) and RCUH (Research Corporation of the University of Hawaii) systems.
