Qualifications

Required

  • Any combination of education and experience equivalent to graduation from high school or possession of a General Equivalency Diploma (GED) certificate.
  • One (1) year of experience in school bus driving with no preventable crashes.
  • Must be able to obtain certification within 90 days of employment and maintain recertification in accordance to prescribed timelines:
  • Third-party examiner certification for FCPS [Virginia Department of Motor Vehicles 46.2-341.14:2].
  • School bus driver training instructor certification [Virginia Board of Education 8VAC20-70-420].
  • Must have, or be able to obtain, certification in emergency first aid, cardiopulmonary resuscitation (CPR), and the use of an automated external defibrillator [22.1-178].
  • Must possess a valid driver's license and a satisfactory driving record from the Department of Motor Vehicles that shows, within the preceding five years, there has been no convictions of driving under the influence of alcohol or drugs, convictions of refusing to take a blood or breath test, convictions of a felony, or assignment to any alcohol safety action program or driver alcohol rehabilitation program pursuant to 18.2-271.1 of the Code of Virginia or, within the preceding 12 months, there have been no convictions of two or more moving traffic violations or has not been required to attend a driver improvement clinic by the Commissioner of the Department of Motor Vehicles pursuant to 46.2-498 of the Code of Virginia.
  • Must possess, and have maintained for the previous two years, a commercial driver's license CDL-B with P and S (passenger and school bus) endorsements with air brakes to operate a Class B commercial motor vehicle as defined by the Virginia Department of Motor Vehicles.
  • Minimum age requirement of 21 years.
  • Successful completion of the FCPS bus driver instructor training program.
  • Must have a satisfactory pre-employment physical examination and a completed School Bus Driver's Physician Certificate (form EB.001) as prescribed by the Virginia Board of Education and pass physical examination annually thereafter [22.1-178]; must submit to random testing for alcohol and controlled substances [49 CFR Parts 40 and 382].
  • Must complete the Virginia Board of Education training program on autism spectrum disorders [8VAC20-70-350].
  • Must provide a pre-employment school bus driver moral character statement (form EB.003) as prescribed by the Virginia Board of Education [22.1-178].
  • Must complete the Department of Transportation's mandated Drug and Alcohol Suspicion Training for Supervisors [49 CRF 382.603].
  • Must have completed or shall complete within one (1) year of employment to the position, the "New Director/Supervisor" class conducted by the Virginia Department of Education [8VAC20-70-350].
  • May be required to work a flexible daily schedule.
  • Knowledge of local, state, and federal laws and regulations related to school bus driver and other commercial class vehicle drivers licensing and certification.
  • Knowledge of guidelines and best practices in the safe transportation of students in a K-12 environment, to include special equipment needs.
  • Knowledge of the local street and road system of Fairfax County and neighboring counties.
  • Knowledge of operations and skill in driving both large and small buses, straight trucks, and maintenance trucks.
  • Proficiency in the use of technology.
  • Ability to present information in a classroom training environment and to perform behind-the-wheel training activities.
  • Ability to make concise objective judgments and analysis of individual strengths and weaknesses.
  • Ability to work independently or as part of a team to ensure a program meets its goals.
  • Ability to communicate effectively, both orally and in writing.

Major Duties/Essential Functions

  1. Organizes and conducts classroom instruction and practical skills assessments for behind-the-wheel training for new and existing school bus drivers and other FCPS commercial-class vehicle drivers to obtain and maintain the required Class B Commercial Driver's License (CDL).
  2. Assists in the development of training curriculum and instructional materials to include the development of presentations, videos, and training documents.
  3. Recommends areas of improvement in training curriculum and training delivery methods.
  4. Conducts classroom training on the operation of school buses for drivers and transportation attendants to include training for the transportation of special needs students and associated requirements.
  5. Assists with the daily schedule for trainees, including class assignments, behind-the-wheel assignments, bus service, and DMV testing.
  6. Administers testing, as a proctor, for the Virginia Department of Motor Vehicle's Commercial Learner's Permit (CLP) at designated FCPS satellite locations.
  7. Provides on-the-job (OJT) training sessions with new drivers, evaluates driver learning ability, and recommends certification, as appropriate.
  8. Provides counseling and remedial training as necessary.
  9. Documents hiring recommendations.
  10. Observes, evaluates, and records bus driver performance of existing drivers through the completion of ride-along assessments.
  11. Conducts Virginia CDL road skills assessment and examination, rates performance, and recommends certification/recertification.
  12. Performs on-site inspection and investigation of FCPS vehicle crashes, documents incidents, and provides reports to management.
  13. Provides driving instruction, CDL training, and testing to personnel in other FCPS offices, local school districts, and/or Fairfax County personnel for initial certification, as requested.
  14. Provides basic computer technology support to driver trainees, new instructors, and office staff for general computer skills, timesheets, remote learning, and email access.
  15. Serves as a liaison with state and county entities (e.g., Department of Motor Vehicles, Virginia Department of Vehicle Services) and other FCPS departments related to documenting licensing requirements, third-party tester requirements, and obtaining required permits.
  16. Drives buses in order to model or drive trainees from point to point during training.
  17. May drive a school bus on a regular or reduced route, as necessitated by operational requirements.
  18. Participates in, and successfully completes, all required transportation training and recertification activities.
  19. Performs related duties as required or assigned.

Work Environment/Physical Requirements

This job frequently operates outdoors in street environments near moving traffic. This job requires the strength, agility, dexterity, and visual acuity to perform all tasks. While performing the duties of this job, the employee may be required to regularly stand, sit, walk, bend, climb ladders, and/or kneel. There may be exposure to extreme heat and cold, outdoor environments, moving mechanical parts, fumes, toxic or caustic chemicals, and loud noises. This job requires lifting up to 25 lbs., and occasional lifting/moving up to 50 lbs.
