GENERAL:

JOB SUMMARY:
Under direction, to perform a variety of entry level duties involved in the maintenance, repair, installation, and construction of distribution pipeline systems and associated appurtenances. This is the entry level in the class series.
SUPERVISION EXERCISED:
Exercises no supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs a variety of duties including, but not limited to:
- Install, renew, and disconnect water services; install and repair mains, laterals, valves, and fittings; thread and fit pipe; perform soldering and torch cutting of pipe; install and test backflow devices; read, replace, repair, and rebuild water meters; turn on and off main line valves, hydrants, and fire service lines; pressure test lines of new construction; exercise valves and hydrants.
- Operate a variety of vehicles, tools, and equipment used in the maintenance and repair of water distribution systems including pipe tapping devices and electronic pipe detectors.
- Assist in regular inspections of water distribution system; perform preventive maintenance adjustments; lubricate equipment.
- Perform a variety of routine carpentry, painting, masonry, and electrical work; form, pour, and finish concrete; erect chain link and wooden fences; paint vaults, pump houses, piping, curbs, building interiors and exteriors, gates, and other structures; clean and maintain grounds.
- Drive vehicles to work sites; load vehicles on trailers and haul trailers to worksites; load material and debris into dump trucks and pick-up trucks; drive trucks to work sites and dumping areas; unload materials and debris.
- Dig and shore ditches and trenches.
- Set up traffic control equipment; direct traffic during construction processes.
- Take water samples; test water for chlorine content; chlorinate lines for disinfection.
- Perform safety and service inspections of assigned trucks and equipment; steam clean, wash, and fuel equipment; assist in lubrication and maintenance of equipment.
- Read and work from maps, blueprints, and sketches; draw maps and record measurements.
- Observe safety precautions regarding traffic control, confined space, trenching, excavating, and power equipment operation.
- Respond to customer complaints.
- Maintain simple records and logs; complete reports as necessary.
- Perform other duties and responsibilities and assigned.
Qualifications
ABILITIES AND REQUIREMENTS
Has the knowledge, skills and ability to:
- Use safe working practices, techniques, tools and equipment required in repair and maintenance work.
- Learn to operate a wide variety of equipment and tools used in water distribution systems maintenance and repair in a safe and effective manner.
- Learn operational characteristics of water distribution systems and specialized water distribution system maintenance equipment.
- Learn the materials, methods, practices, and equipment used in water distribution system maintenance and repair.
- Learn occupational hazards and standard safety precautions necessary in maintenance and repair work.
- Learn to read, interpret, and apply technical information from manuals, drawings, specifications, layouts, blueprints, and schematics.
- Understand and follow oral and written instructions.
- Perform manual labor for extended periods of time in all types of weather.
- Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
- Operate a motor vehicle and ensure safe driving principles and practices.
- Understand, interpret and apply pertinent Federal, State, and local laws, codes, regulations and policies and procedures.
- Ability to work collaboratively and communicate clearly and effectively, both orally and in writing, with staff, City Officials, outside agencies and the general public.
- Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work including, but not limited to employees, vendors and the general public.
- Plan and organize work to meet schedules and timelines and the ability to exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
- Handle multiple concurrent projects and manage priorities and tasks.
- Understand the organization and operation of the assigned department and the City necessary to assume assigned responsibilities.
EXPERIENCE AND TRAINING
Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities may be:
Experience:
Two years of experience in performing general construction or mechanical equipment maintenance work which involved the use of hand and power tools and the operation of light trucks.
Education:
Equivalent to a high school diploma.
License or Certificate:
Possession of, or ability to obtain, an appropriate, valid Class B commercial driver's license.
Possession of, or ability to obtain within one year, a Level 1 Distribution System Operator Certificate.
PHYSICAL DEMANDS
Essential duties require the following physical skills and work environment:
Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 75 lbs., exposure to cold, heat, noise, outdoors, chemicals, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for on-call, stand-by, and emergency call.
