Position Objective: GAP Solutions, Inc. is a mission solutions provider that works as a trusted partner with the federal government to develop and implement solutions to their complex challenges. GAP Solutions provides best-in-class solutions via multiple strategic contract mechanisms across the Federal Civilian, Department of Defense, and Intelligence Community market segments, with experience across agencies such as DHS, DoD, and HHS being highly desired.
We are looking for a Senior Director of Business Development who can manage the full lifecycle of business development, capture, and proposal operations. The ideal candidate will have a proven track record of winning contracts in these federal sectors, a strong network of relationships with key decision-makers and influencers, and a deep understanding of the market trends and opportunities within these domains.
Duties and Responsibilities:
Business Development:
- Develop and execute a strategic growth plan for the FedCiv, DoD, and IC verticals, aligned with the corporate vision with a goal of 10% Year Over Year revenue growth.
- Identify, qualify, and pursue new business opportunities in these federal sectors; leveraging GAP Solutions' existing contracts, capabilities, and past performance.
- Build and maintain strong relationships with current and potential customers, partners, and stakeholders in the FedCiv, DoD, and IC communities.
- Lead and manage capture teams, develop win strategies, value propositions, and competitive differentiators resulting in strong programmatic solutions.
- Oversee the development and delivery of high-quality, compliant, and compelling proposals, with a goal of submitting prime bid targets $10M and above and subcontractor bids where GAP can provide strategic partnerships.
- Collaborate with operations, contracts, finance, and other functional areas to ensure alignment and coordination of business development activities.
- Manage and report on the FedCiv, DoD, and IC pipeline, opportunity status, and performance metrics.
Capture Management
- Lead capture efforts for strategic pursuits, from opportunity identification through pre-proposal submission.
- Develop comprehensive capture plans, including customer engagement strategies, teaming and pricing strategies, and win themes.
- Coordinate with technical SMEs and operations leaders to shape solutions and price-to-win strategies.
Proposal Development & Oversight
- Oversee the proposal management process to ensure timely, compliant, and high-quality submissions.
- Partner with proposal managers, writers, and subject matter experts to develop persuasive, customer-focused proposals.
- Ensure all proposals comply with solicitation requirements, corporate branding, and federal acquisition regulations (FAR/DFARS).
- Maintain proposal templates, style guides, and boilerplate materials to improve efficiency and consistency.
Collaboration & Cross-Functional Alignment
- Partner with Operations leadership to ensure seamless transition of new business to execution teams.
- Collaborate with Finance and Contracts on pricing, budget forecasts, and pipeline-to-revenue conversion.
- Coordinate with HR and Recruiting to align staffing strategies with anticipated bid and contract awards.
- Mentor and coach business development staff and foster a culture of collaboration, innovation, and excellence.
Qualifications
Basic Qualifications:
- A bachelor's degree in a relevant field.
- A minimum of 10 years of experience in business development, capture, and proposal support in the FedCiv, DoD, and IC sectors, with a demonstrated history of winning contracts.
- A thorough knowledge of the FedCiv, DoD, and IC markets, including the customers, competitors, partners, regulations, and policies.
- A strong network of contacts and relationships with key decision-makers and influencers in the FedCiv, DoD, and IC communities.
- A willingness to travel as required.
