About the Role

An exciting opportunity has arisen for a Reactive Maintenance Manager to be part of a team responsible for the co-ordination of operational resources, planning and organising road repairs on day-to-day basis and occasionally during severe weather events across Leicestershire. 

If successful, you will be responsible for reactive maintenance employees, including Control Centre Operators and Technicians. You will lead the Highway Control Room Team:
•    Managing emergency situations
•    Works on programming to control profile spend
•    Providing management reports
•    Financial accounting/budget monitoring
•    Contract administration 
•    Managing sub-contractors
•    Preparation of weekly valuations

Business areas: General maintenance repairs, Emergency response/out-of-hours service delivery, Road menders, Trial Holes, In-house patching, Cattle Grids, Street Furniture, Customer generated repairs, Recharges, Winter Maintenance.

You will be expected to work to a high quality of customer care to the citizens of Leicestershire. You will have good written, and verbal communication skills, numerical skills, computer skills, and the ability to work independently where required. 

Your duties and responsibilities will be:
•    Ensuring enquiries/complaints are managed efficiently and in a timely fashion
•    Plan Highway works efficiently and effectively, and within given deadlines.
•    Putting safety first for road users, and minimising risks on the network.
•    Manage budgets and provide financial/performance reports to Senior Management
•    Monitoring Reactive Maintenance workload and plan appropriate resources
•    Manage Emergency situations on the Highway network, including Severe Weather Events

 The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.

About You

To apply for this post, the candidate must hold or have:

  • Qualifications. 
    . Degree or equivalent (e.g. NVQ Level  5/ BTEC Advanced Professional Diploma) or progress towards I Eng or C Eng. 
    . Management Qualification (e.g. NVQ Level 4 in Management Studies, ILM Level 3 First Line Management). 
    . IOSH, NEBOSH or equivalent H&S qualification.         
    . Project Management qualification (e.g. Prince 2)
    OR Demonstrable experience
  • Experience representing a department at a senior level and comprehensive/significant experience in managing highways-related projects, design development, contractual procedures, and on-site delivery.
  • Experience of budget management, monitoring and reporting in a highways-related setting and of managing contractual relationships, using industry standard contract documentation and processes
  • Experience in interpreting and writing technical and non-technical reports and providing technical advice.
  • Knowledge of current legislation, policies and procedures; Highways Act, NRSWA, Traffic Management Act, Traffic Regulation Act, CDM, etc. and principles of good project management; PRINCE2
  • Excellent communication and presentation skills, including the ability to shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services.
  • A customer-focused approach where the customer experience is central to the Council’s transformation programme and can respond confidently to customers and colleagues with understanding and diplomacy whilst maintaining an objective and professional stance.
