DEFINITION:  This pivotal role is responsible for managing the day-to-day operations of the Water & Sewer Division, which plays a crucial role in ensuring the efficient functioning of our water distribution and sewer collection systems..

REPORTS TO:  The Director of Water Resources assigns work in terms of general instructions.

Position Duties

  • Provides technical support to field staff and other divisions in the Water Resources Department pertinent to the sewer collection and water distribution system.
  • Review construction plans, inquiries, engineering department field, and GIS validation requests.
  • Coordinating, reviewing proposals, and monitoring contractors’ projects.
  • Plans and supervises repair and maintenance activities and conducts site visits of active construction and maintenance projects.
  • Ensures compliance with state and federal regulations and with divisional permit responsibilities.
  • Manages the Water & Sewer Division, including recruiting, hiring, and assigning duties to subordinate supervisors; ensures adequate training for assigned personnel; ensures adherence to standard operating procedures. Enforces safety policies and procedures. Reviewing, editing, and approving employee performance evaluations and pay-for-performance forms. Review personnel time entries and overtime submissions
  • Prepares and administers the annual operations and capital improvement budgets of approximately $7,500,000; Ensures the most efficient use of resources and measures this against set operational benchmarks following industry guidelines and best practices.
  • Review accounts payments, invoices, and shipping invoices.
  • Serves as liaison to various city, county, and state agencies involved in environmental safety and health issues.
  • Reviews and provides supporting field data reports for settling damage, reimbursement, and liability claims.
  • Closing out customer service inquiries by phone, GIS, and site visits.

Minimum Qualifications

  • Knowledge and level of competency commonly associated with completing a baccalaureate degree in a course of study related to the occupational field OR
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division to direct and coordinate work within the division, which is usually interpreted to require five to ten years of related experience.
  • Possess a current and valid driver's license and an active and consecutive 3-year verifiable driving history.  Driving history will be checked. (Must be able to be licensed in the State of North Carolina)
  • Possession of or ability to readily obtain state certification in water distribution and wastewater collection.

SUPERVISORY CONTROLS:  The Water Resources Director assigns work regarding division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.
  
GUIDELINES:  Guidelines include the Clean Water Act, the Safe Drinking Water Act, state rules governing public water systems, and the Rocky Mount Sewer Use Ordinances. These guidelines require judgment, selection, and interpretation in application. 
North Carolina Division of Environmental Health regulations; the North Carolina Division of Water Quality regulations; OSHA requirements; the North Carolina Plumbing Code; the North Carolina Electrical Code; North Carolina Water Pollution Control System Operators Certification Board Standards; and the North Carolina Department of Environmental Quality regulations. These guidelines require judgment, selection, and interpretation in application. This position develops division guidelines.


COMPLEXITY:  The work consists of varied management and supervisory duties. Competing priorities contribute to the complexity of the work.
  
SCOPE AND EFFECT:  The purpose of this position is to direct the operations of the Water and Sewer division. Success in this position results in providing customers with a safe and reliable water supply and a safe and reliable conveyance of sewers to the wastewater treatment plant in compliance with local, state, and federal regulations.


PERSONAL CONTACTS:   Contacts are typically with co-workers, members of the public, engineers, vendors, public health agents, local government officials, fire personnel, and state and federal regulatory agents.


PURPOSE OF CONTACTS:  Contacts typically give or exchange information, resolve problems, provide services, motivate and influence people, and justify or settle matters.


PHYSICAL DEMANDS:  The work is typically performed while sitting at a desk or table or intermittently sitting, standing, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, and uses tools or equipment requiring high skill.


WORK ENVIRONMENT:  The work is typically performed in an office and outdoors. The employee is exposed to dust, dirt, grease, contagious diseases, irritating chemicals, and occasional cold or inclement weather. The work requires protective devices such as masks, goggles, and gloves as needed.
  
SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position directly supervises an Administrative Secretary and the General Supervisor for Operations.
