Riverside Research is seeking a Technical Project Manager to assist in performing market surveys, developing procurement strategies, and coordinating the purchases of COTS Hardware and Software, for implementing actions to modernize the National Air & Space Intelligence Center’s (NASIC) hardware and software infrastructure at Wright-Patterson AFB, Ohio. This position will be part of a team providing support to the NASIC Modernization program. Candidates must be technically proficient and capable of devising and managing practical and sustainable solutions.
Responsibilities:- Provide technical project management support by engaging with government technical leads, Program Management Office (PMO) stakeholders, and tool developers
- Assist government technical leads with drafting requirements, project goals, and documentation; and providing contract management support for PMO contracts
- Assist government technical leads in the PMO and the ISS with acquiring quotes, preparing bills of material, drafting packages and justifications to support acquisition of hardware, software, and services
- Determine mission requirements for use of commercial-off-the-shelf (COTS) IT hardware and software
- Assess COTS system effectiveness, suitability, and survivability for achieving mission needs
- Support licensing, purchasing, and vendor activities for COTS
- Plan for life-cycle activities (including sustainment, supply chain risks, obsolescence, and disposal)
- Test and evaluation of COTS items (including early identification of screening, functionality testing and usability assessments)
- Support configuration management for changes to features and upgrades
- Assist documenting the use of COTS in systems engineering planning documents
- Support the implementation of Agile concepts
- Other duties as assigned
- Current Top-Secret clearance with SCI adjudication
- Bachelor’s degree in computer science, engineering, computer programming, IT or related technical field
- 7+ years of experience spanning IT project management or IT systems operations,
- Understanding of Agile software development concepts
- Strong communication, organization, and analytical skills
- Self-motivated, independent, detail oriented, responsible team player
Desired Qualifications
- Understanding of micro-services, IaaS, PaaS, system visualization, and/or cloud-native capabilities/designs
- Ability to troubleshoot and resolve enterprise level technical problems
- Experience with DevSecOps and/or cross domain solutions
- Professional certifications in agile software development (e.g. Scrum Product Owner, etc.)
- Professional certifications in systems engineering, IT, and/or project/program management (e.g. ITIL, PMP, DAU, etc.)
- Experience with needs documentation (e.g. CONOPs, use cases, requirements, backlogs)
- Master’s degree in computer science, IT, engineering, or related technical field
