About the Department

Under general supervision of a Parks Superintendent or Parks Supervisor, the Parks Crew Leader oversees assigned staff and participates in the maintenance of City parks, City land, recreation areas, landscaping, forestry, natural areas, medians and right of ways. Operates and provides instruction in the operation of a variety of light and heavy equipment, landscape machinery, hand, and power tools.
 
The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Position Duties

  • Oversees and participates in the maintenance of City parks, City land, recreation areas, landscaping, forestry, natural areas, medians and right of ways.
  • Issues work orders and assignments, equipment, tools, materials and supplies necessary to complete work projects.
  • Maintains accurate data-entry, filing and record keeping within the City’s computerized asset management system related to work orders, service requests, inspections, etc.
  • Inspects, directs, and oversees the maintenance and repairs of assigned vehicles, equipment, and tools.
  • Supervises assigned staff to ensure safety protocols are adhered to and to prevent damage to equipment and property.
  • Coordinates routine inspections of park properties, playgrounds, irrigation systems to detect problems and safety risks.
  • Mows grass, trims trees and pulls weeds in City owned areas.
  • Applies pesticides and herbicides to medians, parks, and recreation areas to control weeds.
  • Cleans work sites and restores landscaping to original condition upon completion of maintenance work.
  • Maintains inventory and orders parts, supplies, materials, and equipment as necessary.
  • Trains new employees in the operation of grounds maintenance equipment.
  • Operates grounds maintenance equipment including mowers, leaf blowers, rakes, shovels, and other power hand tools.

Other Important Duties:
  • Maintains knowledge of turf management and equipment operational trends.
  • Travels to job sites and to attend meetings, conferences, and training.
  • Provides support and assistance to other departments as assigned.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.   

Specialized Job Functions:
 
Irrigation
  • Programs electronic irrigation systems to maintain water efficiency or irrigation and sprinkler systems.
  • Designs and manages the installation and repair of irrigation sprinkler systems.
  • Determines water usage needs based on soil and plant types.
  • Reviews design drawing for irrigation systems installed in City parks, City land, recreation areas, landscaping, medians and right of ways.
  • Inspects irrigation work performed by non-city forces doing work in City parks, City land, recreation areas, landscaping, medians and right of ways.
  • Must possess and maintain a current Texas Irrigation License.
  • Knowledge of water conservation techniques and practices.  
  • Knowledge of hydraulics concepts and irrigation techniques and designs. 

Minimum Qualifications

  • Knowledge of park and recreational facility maintenance, repair, and construction methods and practices.
  • Knowledge of occupational safety and health rules, regulations, practices, and procedures.
  • Knowledge of supervisory methods and practices.
  • Knowledge of City policies and procedures.
  • Skill in effective oral and written communications.
  • Skill in planning and coordinating work site activities.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in resolving customer complaints and concerns.

Education, Experience, and Certifications/Licenses:
  • High School Diploma or G.E.D., and two (2) years parks maintenance experience; or equivalent combination of education and experience.
  • Must pass a pre-employment drug screen, physical agility test, criminal background check and MVR check.
  • Must possess a valid State of Texas Driver’s License.
  • May be required to obtain a State of Texas Class B CDL license, depending upon area of assignment.

  • Pulling - use upper extremities to exert force, haul or tug.
  • Pushing – use upper extremities to press against objects with force, or thrust forward, downward, outward.
  • Reaching – extending hands or arms in any direction.
  • Repetitive Motion – substantial movements of wrists, hands, fingers.
  • Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.
  • Standing – for sustained periods of time.
  • Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.
  • Talking 1- expressing ideas by spoken word.
  • Talking 2 – shouting to be heard above ambient noise.
  • Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
  • Visual Acuity 2 - color, depth perception, field of vision.
  • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
  • Visual Acuity 4 - operate motor vehicles/heavy equipment.
  • Walking - on foot to accomplish tasks, long distances, or site to site. 

Work Environment:  
  • Work performed is primarily medium work, exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Equipment and Tools Utilized:
  • Operates light and heavy city equipment including turf mowers, tractors, skid-steer, trencher and any other related to landscape maintenance. Standard office equipment to include personal computer, copier, calculator, fax machine, other standard office equipment.
