Description
The Disability Program Supervisor oversees and ensures the effective delivery of disability-related employment and rehabilitation services under a fee-for-service contract with the Department of Rehabilitation (DOR). This role combines program oversight, contract compliance, fiscal management, staff supervision, quality assurance, and partnership development to help clients with disabilities achieve employment and independence.
Requirements
- Bachelor’s degree in Social Work, Rehabilitation Counseling, Psychology, Disability Studies, Public Administration, or a related field (preferred).
- Certification or credentials related to rehabilitation counseling, disability services, or assistive technology is a plus.
- Minimum 5 years professional experience in disability services, vocational rehabilitation, employment services, or related field.
- At least 2–3 years in a supervisory, managerial, or lead role.
- Experience managing government contracts or fee-for-service reimbursement, financial monitoring, billing/invoicing, and audit compliance.
- Familiarity working with DOR or similar state/federal rehabilitation agencies is strongly preferred.
- Experience in case review, quality assurance, data tracking and reporting, and performance metrics.
- Strong leadership, coaching, and team-building abilities.
- Excellent written and verbal communication skills, including ability to present to internal and external stakeholders.
- Strong analytical and problem-solving skills; able to interpret data and use it to drive performance improvements.
- Financial acumen: budgeting, expense monitoring, contract billing, and reconciliation.
- Knowledge of assistive technology, accessibility, vocational evaluation, job placement, and rehabilitation practices.
- Understanding of relevant laws and regulations affecting disability employment (ADA, WIOA, State Vocational Rehabilitation statutes).
- Ability to manage multiple priorities, deadlines, and adjust to evolving contract/program requirements.
- Proficiency with data systems, case management software, reporting tools, and MS Office suite.
- May be required to work some evenings and an occasional weekend day.
- A valid Driver’s License is required.
KEY RESPONSIBILITIES
Contract & Fiscal Management
- Serve as the primary liaison between JVS SoCal and the DOR for the fee-for-service contract, ensuring all deliverables, reporting, billing, and compliance obligations are met.
- Monitor contract performance metrics, financial results, invoices, and expenditure tracking vs. budget.
- Review all billing submissions to DOR; reconcile any discrepancies or audit findings.
Program Oversight & Quality Assurance
- Design, implement, and monitor the delivery of rehabilitative, vocational, and supportive services according to DOR guidelines, JVS SoCal standards, and best practices.
- Ensure services (e.g. vocational evaluations, assistive technology, job placement, support services) are delivered timely, effectively, and within budget.
- Develop performance metrics, dashboards, and reporting tools to monitor program outcomes (e.g. successful job placements, retention, participant satisfaction).
- Conduct regular program audits, case reviews, and quality assurance checks to ensure documentation, outcomes, and compliance align with contract and regulatory requirements.
- Identify and address service gaps, bottlenecks, and continuous improvement opportunities.
Stakeholder Engagement & Partnerships
- Build and maintain relationships with DOR regional offices, community-based organizations, employers, workforce boards, and other disability service agencies.
- Represent JVS SoCal at meetings, advisory groups, networking events, and collaborative initiatives in the disability/employment space.
- Promote the program’s visibility and outcomes; prepare presentations, reports, and materials for internal, external, and funding/auditing audiences.
Compliance, Policy & Regulatory Oversight
- Stay current on DOR policies, state and federal laws/laws/regulations (e.g. ADA, WIOA/Workforce Innovation & Opportunity Act, Title I/III, state rehabilitation statutes) relevant to disability employment services.
- Interpret and implement policy changes; ensure staff training and compliance with evolving regulations.
- Oversee timely submission of required reports, audits, and documentation to DOR, funders, and accrediting bodies
PHYSICAL DEMANDS
Must be able to lift 15 lbs. with a fair amount of sitting, answering telephone calls, and movement within the office. Must be able to operate standard office equipment.
