ASSISTANT SUPERINTENDENT OF FINANCE AND MANAGEMENT–
REPORTS TO: Superintendent of Schools
A. General Description
The Assistant Superintendent for Business and Operations is the chief administrator of the business and financial functions of the school district, and has a direct line responsibility to the Superintendent. The Assistant Superintendent for Business and Operations is an administrative title (not managerial) that serves as a member of the Superintendent’s Administrative Leadership Team and has responsibility for management duties which are incorporated herein by reference.
B. Major Responsibilities and Functions
Establish, implement and maintain the District’s short and long-range fiscal plans.
Supervise the administration of the following functions:
a. Purchasing
i. Provides direction to staff relative to district's purchasing policies and
procedures, responsible for the section which makes district purchases and conducts activities relating thereto such as preparation of bidding specifications, bid advertising and issuance of purchase orders, equipment inventory control system and contracts.
b. Accounting
i. Responsible for supervising district accounting function which includes
such funds as General Fund, Special Revenue, Special Aid, Capital Fund, Payroll Account, Trust and Agency Fund, Custodial Fund, Scholarship Fund and School Lunch Fund.
c. Payroll
i. Budget development/implementation

Food Service
i. Responsible for oversight of the school food service program including procedures relating thereto; responsibilities include staffing, accounting, purchasing, cost analysis and reporting; makes recommendations on policies and pricing
h. Transportation
i. Responsible for oversight of the transportation program of district;
includes such activities as development of bid specifications for transportation contract services; submits recommendations on award of
bid; preparation of contract with successful bidder; reviews the preparation of bus routes and schedules; conducts transportation surveys; determines transportation eligibility; works with staff and contractors on transportation safety; works with contractors and public on transportation matters

Facilities Operations and Maintenance
i. Responsible for oversight of the Buildings and Grounds Department which conducts such activities as custodial, grounds, building maintenance and repair operations, outside contracts, plant security, community usage of facilities and utilities usage; preparation of long range buildings and grounds program
Serve as a member of the Superintendent’s cabinet, responsible for the administration and management of district’s financial, physical, and material resources.
Develop strategies that result in cost savings in the areas of purchasing, insurance/risk management, banking, cash flow, facilities, transportation and other services.
Determine the resources and support necessary to maintain the district’s financial accounting, purchasing and human resources software packages.
Assist Principals, Directors and other staff in preparing appropriate budgetary requests in support of the instructional program.
Coordinate the organization, preparation and implementation of the district’s annual budget and assist the Superintendent in determining its reasonableness and adequacy.
Present and interpret the district’s budget and fiscal affairs to the Board of Education and community at public Board meetings.
Oversee the financial accounting, reporting and purchasing of all goods and services in support of the instructional program.
Ensure that the district’s fiscal, insurance, facilities, food service, and transportation programs comply with Board of Education policies, Superintendent’s regulations and applicable federal and state laws.
Oversee the operations of the Director of Facilities & Operations, the Director of Transportation and the Supervisor of School Lunch, and assist in coordinating the operations of each area.
Assist in the preparation of short and long term facilities plans and the administration of the district capital reconstruction plan as required by the State Education Department.
Attend appropriate workshops related to the Business Office operations in order to remain current on relevant topics that include state aid, fiscal reporting, budget preparation, facilities mandates and transportation.
Coordinate the annual audit review of the district’s fiscal operations with the independent external auditors.
Interface with district attorneys and subcontractors to coordinate Workers’ Compensation actions as necessary.
Ensure the proper functioning and evaluation of district personnel reporting to the Assistant Superintendent for Business and Operations and determine staff training requirements.
Collaborate with the Superintendent and Assistant Superintendent for Human Resources and participate in all negotiations with collective bargaining units.
Assist the Superintendent and the Board of Education when working with the Finance Committee and other committees related to any business office functions.
Advise the Superintendent on those areas related to enrollment and zoning
Possess knowledge about all areas of education law and the rules and regulations of the Commissioner of Education.
Represent the Superintendent and the Board of Education as directed in the district’s dealings with other school districts, business firms, professional associations and governmental agencies.
Perform other responsibilities as directed by the Superintendent of Schools.
