About, the Office of Payment Accuracy and Recovery (OPAR),

The Estate Administration Unit is a unit within the Office of Payment Accuracy and Recovery (OPAR). The Department serves Oregonians by administering, providing, and promoting a variety of programs. The Department has responsibility for medical and cash assistance, electronic benefit food issuances, long term care and community-based care waivered services, adult protective services, children services, licensing and certification of facilities, estate administration, Older Americans Act, Oregon Project Independence, and many other services that assist people. 

The Estate Administration Unit has responsibility for a wide variety of duties related to the recovery of assistance from the estates of deceased clients. The unit is also involved in providing technical assistance to field units on such topics as property transfers, wills, trusts, conservatorships, guardianships, and other legal documents and proceedings. The unit assures that federal and state laws and administrative rules are complied with in the recovery of public assistance benefits. 

Summary of Duties

As an Estate Administrator, you will:

  • The purpose of this position is to act as the senior professional representative for the Department in the recovery of public assistance provided to deceased Medicaid recipients.
  • This position is responsible for managing the most complex estate recovery compliance matters, which may significantly influence administrative or legal precedents related to estate recovery.
  • The issues being addressed involve complex recovery cases in which there may be conflicting guidelines or precedents that require extensive legal research and evaluation.
  • This position has significant discretion in determining appropriate remedies to secure estate recovery, including negotiating and finalizing individual settlement agreements. It also involves coordinating compliance efforts with other entities such as the Department of Justice, private attorneys, and other state and federal agencies.
  • In addition, the position is involved in recommending to management policy initiatives to address new estate recovery compliance issues and/or resolve ongoing problems affecting estate recovery compliance.

Minimum Qualifications

  • Five years of experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level.
  • College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
  • A valid driver’s license and acceptable driving record are required for this position.

Essential Attributes

We are looking for candidates with:

  • Experience preparing legal documents such as deeds, contracts, mortgages and title transfers.
  • Experience preparing complex written correspondence for customers, attorneys, court personnel and other partners.
  • Knowledge of legal and court processes, real estate lending, Medicaid, and/or other areas with complex compliance and regulatory issues.
  • Experience with property transfers, wills, trusts, conservatorships, and other legal documents.
  • Experience in researching, analyzing and applying complex statutes and administrative rules.

Working Conditions

  • This position typically operates in a standard office environment.
  • Occasional in-state travel may be required to conduct training, provide testimony, or inspect estate property.
  • The role may involve interactions with individuals who are emotionally distressed or confrontational.
  • Physical activity such as bending, stooping, and lifting file boxes or accessing file drawers may be necessary.
  • A valid driver’s license and a good driving record, or an acceptable alternative means of transportation are required.
  • Remote work is available for this position. During the training period, you will be required to report to the Salem office, as needed by your trainers and management.
  • The ability to report to the Salem office is required when operational needs require in-person activities, which may occur monthly with a frequency of up to 3-5 days per month.
