About the Department

Under the direct supervision of the Director of Communications and Marketing, work with city staff to design, edit, write, and/or produce a variety of graphics and videos to be a digital storyteller who assists the organization in identifying, capturing, and sharing stories that illustrate the City of Waxahachie mission and vision to external and internal audiences; collaborate with communications staff, as well as other departments on the promotion of projects, events,  programs, and initiatives.

Position Duties

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.

  • Plan, shoot, and edit high-quality video content for city events, programs, services, and special projects.
  • Manage all aspects of the video production process, including scripting, interviewing, lighting, audio, and post-production.
  • Collaborate with City departments and community partners to identify and tell impactful stories.
  • Design digital and print graphics for use in social media, newsletters, presentations, and city marketing materials.
  • Maintain a consistent visual identity in all multimedia projects.
  • Work closely with internal teams to fulfill multimedia needs and align with city messaging.
  • Coordinate with external partners, vendors, and community organizations as needed.
  • Organize and archive multimedia assets for easy retrieval and future use.
  • Assist in managing content for the City’s website and social media channels, when needed.
  • Flexibility to work after-hours and weekends to cover special events, meetings, and emergencies as required.


EMPLOYMENT STANDARDS:

Knowledge of:

  • Graphic design and layout software, including Canva and Adobe Creative Suite: Photoshop, Illustrator and InDesign
  • Video production equipment including but not limited to camera, lighting, audio, and editing. 
  • Current Microsoft applications 
  • Knowledge of various social media platforms and website content management systems. 
  • Management skills to analyze programs, policies and operational needs.
  • Knowledge of American Disabilities Act requirements as it applies to written, spoken, and digital communications.
  • Pertinent Federal, State and local laws, codes and regulations.
  • Principles and practices of program development and administration. 
  • Media processes to include techniques and strategies for obtaining media coverage.
  • Command of principals of The Associated Press Stylebook.
  • Sales and marketing principles involved in communication.
  • Superior knowledge of the English language structure, content and grammar principles.
  • Visual communication principles. 


Ability to:

  • Provide assistance to others outside of direct reporting relationships on specific problems or general policies.
  • Assist in identifying and responding to community and City Council issues, concerns and needs.
  • Manage multiple tasks and meet deadlines with minimal supervision
  • Analyze problems identify alternative solutions, project consequences of proposed actions in support of goals.
  • Ability to adapt and perform in challenging and rapidly changing situations, including providing support during crisis management situations.
  • Interpret and apply Federal, State and local policies, laws and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work including city officials, employees, business leaders, civic groups, and the general public.
  • Manage multiple projects, prioritize tasks, and meet deadlines.
  • Work evenings and weekends as needed.

Minimum Qualifications

Education, Training and Experience:

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job may be considered. 

  • High School Diploma or GED required. Bachelor’s degree in Multimedia Production, Graphic Design, or a related field preferred. 
  • Minimum of two (2) years of professional experience in video production, multimedia content creation, or related discipline.
  • Experience in graphic design is highly preferred. 


Licenses and Certificates:

  • A valid State drivers license is required at the time of appointment and must be maintained throughout employment.


Special Requirements:

  • Position requires regular in-person attendance including evenings and weekends as needed.
