Role Overview
The Vice President, Information Services, Population Health is responsible for overseeing the design, development, release, and maintenance of technology systems and services related to designated business and clinical functions. This position manages business relationship activities, technology planning, delivery, and operations for population health platforms including utilization management (UM), care management (CM), and long-term services and supports (LTSS). The role provides oversight of member and provider portals and associated applications. Additional responsibilities include collaborating with business and clinical partners to manage regulatory compliance of applications, managing information services vendors, and leading initiatives intended to deliver measurable results.
Responsibilities
- Strategic Planning: Develop and execute enterprise-wide IT strategies that align with the organization's overall business goals, focusing on efficiency, security, and innovation within the healthcare sector. Demonstrate working knowledge of industry best practice. Base strategic planning on capability maturity relative to industry benchmarks and best practice. Lead the development of cross-functional, multi-year roadmaps that achieve strategic objectives and are consistent with best-practice architecture frameworks. Work within the organization and with business and clinical partners to establish investment business cases that span multiple functional areas.
- Team Leadership & Development: Lead, mentor, and develop a high-performing IT team, fostering a culture of engagement, collaboration, continuous improvement, and professional growth. Demonstrate an ability to drive high performance through professional growth and recruiting. Demonstrate ability to build succession plans. Demonstrate ability to recruit and higher director and manager level resources that have immediate impact. Demonstrate ability to plan, execute, and improve productivity through multiple enterprise-wide sourcing models and drive optimal mix of resources. Establish and maintain succession plans across enterprise-wide IT functions. Demonstrate ability to effectively manage performance in a manner that optimizes cost and productivity performance. Consistently monitor and manage to spans and other best practices for the organization including effective management of attrition to create growth opportunities for associates.
- IT Operations Management: Oversee the daily operations of enterprise-wide IT systems, networks, and applications, ensuring optimal performance, reliability, availability, and efficiencies. Manage a portfolio of enterprise-wide IT applications and capabilities that support functional and operating groups including year-over-year maintenance costs, enhancements, and initiatives or projects.
- Project Management: Direct and manage enterprise-wide IT initiatives from conception to completion, including cost and scheduled estimates, system implementations, upgrades, and migrations, ensuring projects are delivered on time, within budget, and in compliance with business case and quality expectations. Identify risks and drive successful mitigation approaches. Demonstrate capability to use Agile and other development approaches to drive business and clinical partner engagement and drive optimal life-cycle management approaches to enterprise-wide application portfolios.
- Security & Compliance: Establish and enforce robust cybersecurity protocols and data privacy measures, ensuring compliance with all relevant healthcare regulations (e.g., HIPAA, HITECH, state-specific mandates).
- Vendor Management: Demonstrate ability to strategically manage relationships with third-party IT vendors and service providers, negotiating contracts, ensuring service level agreements (SLAs) are met, and optimizing vendor performance. Manage vendor performance to industry benchmarks. Establish and ,maintain multi-year, strategic view of vendor relationships and opportunities for improved performance and cost efficiencies through renewals and vendor replacement.
- Financial Management: Establish and manage cross-department operating and capital expense budgets. Demonstrate capability to manage staffing based on a combination of year-over-year run-the-business expense and projects including the use of contingent staff and sourcing models to meet variable staffing needs. Monitor expenditures and regularly identify cost reduction opportunities. Analyze and remediate variances. Work with program and project managers to establish, manage, and meeting project financial and business-case objectives.
- Innovation & Technology Adoption: Evaluate and recommend new technologies and solutions that can enhance our health plan's capabilities, improve member experience, and drive operational efficiencies. Demonstrate ability to assess enterprise-wide capability maturity and actively monitor best practice and new technologies to establish strategy and execute through annual operating plan. Demonstrate ability to foster and engage new technologies through pilots and proofs-of-concept. ● Disaster Recovery & Business Continuity: In partnership with business and clinical partners, develop and maintain comprehensive disaster recovery and business continuity plans for all critical IT systems and enterprise-wide capabilities. Demonstrate ability to apply business impact analyses to support business continuity planning.
- Business Partner and Stakeholder Collaboration: Collaborate effectively with other departments, executive leadership, and external partners to understand their IT needs and deliver effective solutions. Demonstrate capability to engage senior leaders in the development of business cases and value-creating initiatives, collaboratively plan initiatives and execute in a manner that delivers expected value. Demonstrate ability to foster and drive value-creation opportunities with business and clinical partners. Establish, implement, and effectively run enterprise-wide governance to optimize resource allocation and year-over-year initiatives and enhancements.

Education and Experience
- Bachelor’s Degree Preferred
- At least ten (10)+ years of experience in software development and management of corporate function information services systems including vendor management of software-as-a-service applications
- At least fifteen (15)+ years of experience in people leadership roles
- Background in healthcare preferred
- Demonstrated experience with leading initiative planning, implementation, and maintenance of population health systems including premise and software-as-a-service
- Demonstrated experience with Leading application integration capabilities, implementation, and maintenance
- Experience with artificial intelligence (AI) applications, especially large language model vendor or in-house developed implementations is a plus
