Boulder County Community Services Department is seeking to hire a Joe Pelle Center (JPC) Behavioral Health ManagerThe (JPC) Behavioral Health Manager is responsible for overseeing the implementation, supervision, and continuous improvement of behavioral health treatment and client navigation services within the JPC. This role directly supervises the supervisors of these programs, sets a clear vision for how services align with evidence-based practices, regulatory requirements, JPC operations, and ensures meaningful integration with community partners. Navigation programming focuses on connecting clients to resources required for core stability (e.g., identification, benefits, housing, employment, healthcare) and to supports that help them thrive. Treatment services include individual and group psychotherapy addressing behavioral health and criminogenic needs, delivered with fidelity to trauma-informed, culturally responsive, and gender-responsive practices. The Manager also leads capacity-building to develop and ultimately facilitate specialized residential programming [e.g., Intensive Residential Treatment (IRT), Residential Dual Diagnosis Treatment (RDDT)], including securing and maintaining state funding, establishing compliance and reporting mechanisms, and ensuring fidelity to state requirements.

This is a full-time, benefited position that will generally work Monday - Friday 8:30am - 5:00pm. Times vary based on workload need; weekends and evenings may be required. This position will work out of 3260 Airport Rd, Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $83,844.00 - $120,732.00 Annually 

Tentative Hiring Timeline:

  • Phone Screening: November 14th

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

Position Duties

  1. Program Development and Oversight:
    1. Assist the JPC Facility Manager in developing, implementing, and maintaining facility standards, policies, and guidelines
    2. Ensure that behavioral health treatment and navigation services are trauma-informed, gender-responsive, and culturally competent, with clear service models and outcomes
    3. Define and articulate a unifying service vision that clarifies how treatment and navigation integrate with JPC priorities, operations, and community systems of care
    4. Lead capacity-building for specialized programs (e.g., IRT, RDDT) through phased planning, staffing models, curricula selection, and facility/readiness assessments
    5. Develop and maintain state funding compliance: prepare and submit funding applications; create internal controls and workflows to meet state fidelity standards; and establish audit-ready documentation practices
    6. Conduct regular program evaluations, gather feedback, and implement improvements to enhance service effectiveness, client outcomes, and continuity of care
  2. Staff Supervision and Support:
    1. Oversee the daily operations of the Behavioral Health Supervisor and Navigation Supervisor, providing direct supervision, coaching, and performance management
    2. Establish expectations, workflows, and quality assurance processes that support fidelity to evidence-based practices, timely documentation, and measurable outcomes
    3. Conduct regular staff meetings and case reviews to monitor progress, address challenges, and maintain alignment with program goals and regulatory standards
    4. Facilitate ongoing staff development and training for supervisors and program staff, including clinical supervision practices, data use, and interagency coordination
  3. Program Implementation and Service Coordination:
    1. Coordinate with courts, probation, law enforcement, defense counsel, the District Attorney’s office, community mental health and substance use providers, hospitals, and social service agencies to support timely screening, referral, and service engagement
    2. Build and maintain partnerships with community organizations, employers, housing and benefits entities, and other providers to support core stabilization and long-term success
    3. Ensure navigation services proactively remove barriers to engagement (e.g., transportation, documentation, benefit enrollment), and that treatment services provide individual and group psychotherapy addressing behavioral health and criminogenic needs
    4. Align program operations with JPC planning efforts, ensuring shared priorities, information flow, and cross-system collaboration
    5. Plan for specialized residential services by mapping eligibility criteria, referral pathways, length-of-stay parameters, discharge planning expectations, and integration with step-down/aftercare services
  4. Compliance and Regulatory Oversight:
    1. Monitor and ensure compliance with federal, state, and local laws, policies, and regulations related to correctional behavioral health, confidentiality, and client rights
    2. Maintain clinical and operational documentation standards (e.g., assessment, treatment planning, progress notes, discharge planning) consistent with licensure and payer requirements
    3. Design and manage data/reporting systems to satisfy state funding and fidelity requirements for IRT/RDDT (e.g., admission/LOS/utilization metrics, client outcomes, staffing ratios, training records, incident reviews)
    4. Prepare reports and documentation for internal leadership and external agencies; participate in interdepartmental and interagency meetings to support alignment and integration
  5. Financial Management and Resource Allocation:
    1. Assist in budget formulation and management for behavioral health treatment and navigation services
    2. Lead or support state funding applications and ongoing grant/contract management for specialized programming (IRT/RDDT), including budget narratives, cost allocation, and reimbursement tracking
    3. Oversee program revenues and associated fees, as applicable, to support financial sustainability and compliance with county fiscal policies
    4. Allocate resources effectively to support program objectives, caseload balance, and access to care
  6. Advocacy and Community Engagement:
    1. Represent behavioral health treatment and navigation services in county commissioner meetings, partner engagements, and public forums
    2. Advocate for justice-involved individuals by promoting access to clinically appropriate care, navigation supports for core stability, and equitable service delivery
    3. Participate in community education initiatives to raise awareness about trauma-informed care, behavioral health treatment, and effective navigation supports
  7. Additional Responsibilities:
    1. Performs related work, as required
    2. May be reassigned during emergency situations

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of 9 (nine) years of combined education and experience in a related field including 1 (one) year of experience in a criminal justice supervisory role.

Additional related education may count towards required experience.
