About the Department
Directly responsible for management of Solid Waste, Recycling, Yard Waste and Bulk collection. This may entail supervision of one or all of these services at one time. Supervision includes scheduling, performance management and other related issues. Organizes and schedules all necessary resources required to accomplish activities. Plans, distributes, monitors, and follows-up daily route assignments. Develops work schedules to match staffing levels, makes work assignments and monitors progress to improve work process efficiency. Plans routes to provide the most efficient service to customers while also managing labor hours and disposal tons. Work is performed with technical independence, with considerable latitude for the exercise of judgment and decision making in accordance with departmental standards, under the supervision of the Assistant Deputy of Operations - DPW, who reviews work through reports and conferences. Supervision is exercised over other staff.
Position Duties
- Acquire and coordinate temporary workers assigned to assist drivers on routes.
- Conduct Root Cause Investigations for all injuries and incidents, ensuring consistent discipline and retraining.
- Understand, implement, and maintain safe work practices.
- Conduct employee observations to ensure safety and productivity procedures are being followed. Document and discuss results with employees.
- Identifying and correcting conditions that affect employee safety and upholding safety standards, equipment and safety requirements related to refuse collection.
- Respond to driver reports of problem pick-ups such as unsafe conditions or hazardous waste.
- Respond effectively and courteously to customer service inquiries, requests or complaints.
- Document problem fixes and provide instructions to dispatch/service should problems recur.
- Ensure missed pickups are reported and resolved.
- Manage the end-of-day check-in process, capturing and communicating key service, safety, and equipment issues.
- Review and audit documentation related to route operations on a daily basis (e.g., DVIRs, driver time and attendance), following-up where appropriate.
- Resolve unusual or nonscheduled service requests, equipment breakdowns, and schedule changes.
- Perform administrative activities, including reviewing and processing route sheets, time sheets or other work time documents.
- Perform other job-related duties as assigned
- Preform snow inspection services
- Review weekly demand / volume for routes, determines potential gains from re-routing, and recommends re-routes to management.
- Set and monitors productivity, service, and safety targets for each route and driver.
- Assist with data collection and reporting required for incentive pay programs.
- Work to resolve employee issues.
- Effectively managing one's time and resources to ensure that work is completed efficiently.
- Effectively supervise a refuse collection program.
Minimum Qualifications
- Displaying knowledge of principles, practices and procedures of residential and commercial refuse collection and related laws and ordinances.
- Communicate effectively in oral and written form.
- Supervise, train and evaluate assigned staff.
- Experience with routing and re-routing.
- Familiar with City geography, neighborhoods, commercial districts, street grids, and assigned waste collection routes.
- Familiar with modern office procedures, methods and equipment, including computers and related software.
Other Qualifications
- High school diploma or equivalent.
- Five years of experience in rubbish collection and supervision.
- Valid Class B CDL required; Class A CDL preferred.
