About the Department
Manages a wide variety of engineering related capital improvement projects in the Public Works Department; participates in the master planning and development of various City utility systems; performs special engineering studies and analyses; administers project contracts and prepares funding documentation; performs project inspections; and performs other work as assigned.
DISTINGUISHING CHARACTERISTICS:
This is a journey level class in the Engineering Project Manager series. Incumbents perform the full range of journey level duties that are expected of an Engineering Project Manager, working with greater independence and having more decision-making authority than incumbents at the Engineering Project Manager level. The Senior Engineering Project Manager is a working level classification with responsibility for managing complex public works engineering projects from start to finish.
Position Duties
Manage a wide variety of public improvement projects with an emphasis on City utility planning and development; establish project scope and work plans; administer the development of engineering designs; develop and prepare budgets; coordinate and manage contract activities, including bid document preparation and procurement; monitor and inspect construction work; prepare change orders as required; close out projects when complete.
Manage, monitor and review construction contracts and contractors to ensure compliance with contractual obligations; administer change orders and estimates.
Inspect a wide variety of capital improvement projects including water lines, waste water systems, storm systems, water plant improvements, and roadway improvements, in order to ensure compliance with construction plans, City standards and specifications, current laws, regulations, and safety standards.
Prepare short and long range plans for future and ongoing projects, including estimated timelines.
Assist with the development, recommendation, and implementation of project management standards, objectives, policies, and priorities as they relate to accepted regional and industry standards of practice.
Receive and resolve public inquiries and concerns regarding City public improvement projects; provide professional administrative support to the Director of Public Works and others as assigned by preparing a wide variety of complex correspondence and analytical documents including project recommendations, correspondence, technical documentation, grants, and staff reports.
Participate in Department strategic planning activities; assist in drafting new ordinance language; contact other municipalities and conduct print and Web research on various engineering-related issues as assigned; evaluate local regulations for compliance with State regulations.
Coordinate assigned activities with those of other departments, outside agencies and organizations; represent the City at various meetings and events.
Interact with residents, business owners, contractors, internal City departments, and state and federal agencies in order to resolve conflicts.
Follow all safety rules and procedures established for work areas.
AUXILIARY JOB FUNCTIONS:
Maintain proficiency by attending training conferences and meetings, reading materials, and meeting with others in areas of responsibility.
Perform other work as assigned.
Minimum Qualifications
EDUCATION, TRAINING AND EXPERIENCE
Education: Possession of a bachelor's degree with major coursework in project management, construction management, engineering, business administration, public administration, or a related field.
Experience: A minimum of five (5) years of professional project management experience including at least three (3) years of managing engineering or construction projects.
Substitution: Any satisfactory equivalent combination of education, training and experience that demonstrates the knowledge, skills and abilities to perform the duties of the job proficiently may substitute for the above education requirement.
Desirable Qualifications: Previous engineering project management experience in a municipality is desirable. Knowledge of AutoCAD and GIS computer software and systems; registration as Water Rights Examiner in the state of Oregon; Project Management Professional certification; Incident Command System Certification (100, 200, 300, 700, etc.).
SPECIAL REQUIREMENTS
License: Possession of, or the ability to obtain and retain, an Oregon driver license by the time of appointment.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
Principles of project management, including construction and engineering projects.
Basic principles, practices, and procedures associated with engineering and architectural construction, design, and cost estimation methods.
Principles of project accounting and cost control methods.
Methods, materials, and techniques used in the construction of public works, building and utilities projects.
Modern developments, current literature and sources of information regarding civil engineering and building codes and ordinances.
Applicable federal, state, and local laws and regulations.
Research methods, report writing techniques, and statistical concepts and methods.
Common word processing, spreadsheet, and database software.
Ability to:
Manage all aspects of construction projects, including scoping and planning, budgeting, contracting, procurement, inspection, change orders, and closure.
Coordinate issues such as demolition, inspection, security, title clearance, soil testing, site location, property management, and preparation of files for auditing.
Facilitate the resolution of conflicts between project stake holders in order to ensure that project goals are met on time and within budget.
Interpret, explain and apply city, state and federal laws regulating municipal engineering project management.
Conduct meetings with individuals and/or groups, including developers, contractors, architects, landowners, and the general public.
Read and understand construction plans.
Exercise sound independent judgment within general policy guidelines.
Communicate with the public and staff, occasionally in stressful situations.
Represent the City effectively in consults, counsel, business and professional groups.
Assist and support team performance and work cooperatively with other team members while serving in a lead capacity.
Provide positive support to internal and external customers.
Communicate effectively, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
