Duties

Conducts reviews and analysis of Purchasing Card (P-Card) policies, functions and programs. Uses quantitative and qualitative methods to analyze policy and process implementation. Analyzes functional areas, develops trend analysis, and conducts fact finding. Prepares and delivers reports of findings and recommendations to procurement specialist and managers involved in the spend analysis of NAF. Conducts analysis and evaluations of existing procurement related processes that may affect P-Card transformation to identify impediments, recommend process improvements, and recommend other changes. Performs studies to determine the necessity for revision to requirements, changes in data collection processes, establishment of new or reviewed metrics, or other process changes. Reviews specific solicitations and proposed contract documents and actions to ensure compliance with P-Card policies and procedures. Conducts special procurement reviews to identify practices and procedures that deviate from policy or directive. Performs procurement planning and analysis and identifies products and services for inclusion in the P-Card program. Assists in the development of procurement objectives in terms of contracting vehicle, pricing arrangements, NAFI restrictions, and other similar consideration. Visits customer and potential customers and maintains customer contacts and relationships in order to locate and expand business. Creates and makes formal presentations of a acquisition P-Card solutions. Conducts professional seminars. workshops, training sessions, and conferences on the P-Card program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Contracting experience. Experience that included interpreting laws, regulations, principles, and policies to generate new procurement concepts. Experience providing expert technical leadership, staff coordination and consultation in a functional area of procurement. Knowledge, Skills and Abilities (KSA's): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Bachelor's Degree from an accredited educational institution or at least 24 semester hours in business management related courses. Working experience with AFMAN 64-302, AFI 64-301, and AFPD 64-2. Used data to improve a process or program. Comfortable briefing/training personnel in settings of 15 and more. **NOTE: Those qualified applicants who meet both the minimum qualification requirement(s) and highly preferred criteria(s) will be considered best qualified for this position and will be referred to the selecting official(s) first for consideration. Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

Individual must fully meet qualification/eligibility/background requirements for this position.
