I. SPECIFIC RESPONSIBILITIES
· Leadership and Administration:
o Oversee day-to-day operations of OMH and OASAS-licensed outpatient programs to ensure compliance with all applicable regulations, including Part 599 (OMH) and Part 822 (OASAS).
o Supervise clinical staff, including therapists, psychologists, social workers, and other healthcare professionals, providing ongoing training, support, and guidance.
o Develop and implement policies and procedures that meet New York State OMH standards and best practices in mental health and substance use treatment.
o Maintain an atmosphere of teamwork and collaboration within the programs.
o Assist with development and implementation of the Quality Improvement Collaboratives (QIC) including School Based Satellite clinics.
o Represent the agency in community partnerships, coalitions, and professional networks.
o Develop and maintain referral relationships with hospitals, managed care organizations, schools, and community-based providers.
· Clinical Oversight:
o Provide clinical oversight and supervision to clinical supervisors, clinicians, and administrative staff.
o Ensure delivery of high-quality, evidence-based, and culturally responsive treatment services for individuals with mental health and/or substance use disorders.
o Develop and monitor treatment plans, conduct regular assessments of clients’ progress, and make necessary adjustments to care plans.
o Support integration of co-occurring disorder treatment and trauma-informed care practices.
o Provide crisis intervention when necessary and ensure that emergency procedures are followed appropriately.
o Oversee open access hours and handle after hours crisis
· Fiscal and Resource Management:
o Assist with managing program budgets, ensuring efficient use of resources and staying within financial constraints.
o Monitor and manage performance metrics, including service delivery targets, utilization, and outcomes.
o Ensure appropriate documentation and billing practices are in place for reimbursement through Medicaid, commercial insurance, and/or other applicable systems.

III. QUALIFICATIONS
· Education and Experience:
o Licensed Clinical Social Worker (LCSW) in good standing in New York State with SIFI certification (required).
o Minimum of 7 years of post-graduate experience in behavioral health, including 3 years in a supervisory or program management role.
o Experience managing OMH and/or OASAS-licensed programs and demonstrated knowledge of applicable regulations.
o Experience with integrated care models and co-occurring disorder treatment.
· Skills and Competencies:
o Clinical knowledge of evidence-based interventions for mental health and substance use disorders.
o Strong leadership and team-building skills with the ability to manage and motivate multidisciplinary teams.
o Familiarity with New York State Office of Mental Health guidelines and regulations.
o Excellent communication, interpersonal, and organizational skills.
o Proficiency in electronic health records (EHR) systems and documentation requirements.
o Ability to work in a fast-paced, dynamic environment and manage competing priorities.
o Be familiar with the Social Determinants of Health framework, person centered care, family driven care and peer support.
o Knowledge of Excel, Power Point and Electronic Medical Records is a plus.
o Excellent organizational and writing skills.
