About the Department
The MPRB's Finance Department is seeking an experienced and knowledgeable Senior Capital Projects Accountant to perform lifecycle capital project accounting, budget, and financial analysis duties supporting the Planning Division and the Finance Department. Oversees funding distribution and spending requirements for various funding sources once they have been awarded and activated, which may include but is not limited to grants, NPP20 monies, and other city, state, or federal dollars. Oversees rehabilitation and capital project setup, monitoring, fund tracking, billing, funding source reporting, and close-out functions. Advises on funding source guidelines, structures, policies, and adherence.

Position Duties
- Serve as a technical subject matter expert to the Planning Division and the Finance Department on financial matters pertaining to rehabilitation and capital project accounting, budget, and financial analysis.
- Proactively manage rehabilitation and capital project finances, including but not limited to monthly financial reports for active projects; financial summary reports; and regularly scheduled check-in meetings with project managers to audit, review, and monitor monthly project status to maintain project alignment with project finances.
- Assist Planning Division directors and project managers with the administration of funding including executing funding agreements; generating quarterly, semi-annual, annual closeout documents; providing financial information; and consolidating project information from project managers to complete and submit the reports.
- Prepare monthly rehabilitation and capital project billings, including bond drawdowns, to ensure timely and accurate reporting of project revenues.
- Perform rehabilitation and capital project financial close-out procedures to ensure that final payments have been made, and final billings have been received; consult with project managers to ensure projects have complied with all fund and reporting requirements; and ensure project archival requirements are met.
- Participate and prepare information for MPRB audits, including City internal audit, State annual audit, federal audit, and Sales Tax Audits. Work closely with auditors to respond to information inquiries and provide required documents and reports in a timely and accurate manner.
- Assist MPRB in identifying and addressing the park and recreation needs of underserved and under-represented communities.
Minimum Qualifications
Need to Have:
- Bachelor's Degree from an accredited college or university with a major in Accounting, Finance, or closely related field.
- Increasingly responsible experience in accounting/financial management, at least four (4) years.
- Increasingly responsible experience in conducting financial analysis or reporting on projects and programs: at least four (4) years.
- Master’s degree from an accredited college or university with a major in Accounting, Finance, or closely related field.
- Increasingly responsible experience in capital project financial management at least four (4) years.
- Knowledge of contemporary principles and best practices of accounting, budget preparation and analysis of financial data.
- Knowledge of contemporary principles and best practices of capital project financial management and forecasting.
- Contemporary principles and best practices of comprehensive financial analysis of projects and programs.
- Ability to effectively coordinate capital projects accounting.
- Ability to solve problems and effectively handle critical, controversial and/or sensitive policy issues, maintain confidentiality in work-related matters.
- Ability to establish and maintain effective, respectful, and productive working relationships.
- Outstanding customer service principles, practices, and standards for a diverse customer base.
