About the Department

The Outreach Specialist, TRIO: Educational Opportunity Centers (EOC) collaborates in the development and implementation of a recruitment and outreach plan designed to increase the number of adults who enroll in postsecondary education. The Outreach Specialist engages in recruitment and outreach duties to include but not limited to community agencies, social service agencies, high schools, halfway houses, libraries, agency visitations, and public presentations. This position is based in Edgecombe County.
The TRIO Educational Opportunity Centers Program is federally funded by the U.S. Department of Education through a five-year grant cycle. This position is contingent upon annual reauthorization of federal funds. Continued employment is subject to the availability of funding.
Position Duties
- Execute the EOC strategic plan with the Program Coordinator and team to exceed program goals.
- Meet outreach and recruitment targets through targeted activities that drive engagement, awareness, and service utilization; identify, engage, and onboard eligible participants.
- Conduct intake and needs assessments, complete required documentation for participation.
- Provide individualized guidance on educational goals and barriers; assist with admissions, financial aid, and other pre-enrollment steps.
- Conduct ongoing outreach to connect eligible adults with TRIO EOC services.
- Build and sustain partnerships with schools, community agencies, and other organizations to increase referrals and participation.
- Plan and facilitate workshops/events on postsecondary options, financial aid, admissions, and career planning.
- Evaluate and improve outreach and recruitment strategies, materials, and processes with program staff.
- Stay current on educational policies, financial aid regulations, and career trends to ensure accurate guidance.
- Track and report outreach, recruitment, engagement, and outcomes to administrators and stakeholders.
- Help achieve the annual goal of 1,000 participants; participate in staff development; other duties as assigned.

Minimum Qualifications
Minimum Qualifications
Bachelor's degree in Education, Social Work, Counseling or a related field; at least two (2) years of experience working with low-income/first generation adults and/or experience working with advising or counseling individuals toward seeking post-secondary education.
Other Qualifications
Work Environment: Office and field-based work; Frequent collaboration with program staff, campus departments, and community partners; requires independent work in the field and professional communication with diverse adult populations; Extensive use of computers, mobile devices, and presentation equipment; work involves data entry, intake, and documentation in secure systems in compliance with FERPA and TRIO/EOC grant requirements.
Physical Demands: Prolonged periods of driving, sitting, and computer work; Frequent standing, walking, and presenting during site visits and events; ability to lift/carry up to 25 lbs and occasionally push/pull a cart with materials; Manual dexterity and visual acuity to complete forms, review documents, and operate standard office/presentation equipment; Ability to speak clearly in group settings and one-on-one; Valid driver’s license.
Normal Working Hours: Standard schedule, Monday – Friday; with a flexible schedule to meet participant availability and event needs; Evenings and occasional weekends required for recruitment, workshops, and community events; Daily travel within Edgecombe County; occasional travel to nearby counties/partner locations and periodic training as assigned; Schedule adjustments coordinated to meet grant goals, reporting deadlines, and program priorities.
