Description

The Village of Itasca is seeking qualified candidates to fill a full-time Utilities Operator position in the Public Works Department. The selected candidate will be placed at a Category II or Category I (apprentice) level, depending on qualifications. Under the general supervision of the Utilities Superintendent, this position performs the following work in the Utilities Division of the Public Works Department. Regular hours are 7:00 am - 3:30 pm, Monday - Friday.

  

Significant Responsibilities

  • Maintain the required willingness to respond to emergency calls twenty-four (24) hours a day seven (7) days a week. A minimum 80% emergency response rate is required.
  • Learn, practice and portray all village safety procedures/practices and equipment.
  • Skillfully operate the tools, vehicles, and equipment used in all aspects of Utilities Division work.
  • Establish and maintain satisfactory working relationships with co-workers, other Village employees, and the general public.
  • Operate computer software that is related to the Utilities Division such as excel, word, ArcGIS, and asset management software.

Essential Duties

  • Familiarize with supervisory control and data acquisition (SCADA) to assure the Utilities Division is operating within Illinois Environmental Protection Agency (IEPA).
  • Maintain desire to develop education towards receiving a Class C Drinking Water Operator Certification.
  • Repair storm, sanitary sewer, and water distribution system assets.
  • Perform drinking water testing as mandated by the IEPA monitoring schedule.
  • Work with and repair the sodium hypochlorite chemical feed system.
  • Understand how to use ARC GIS.
  • Perform JULIE locates.
  • Assist in emergency water main repairs.
  • Perform annual maintenance programs without supervision. (Televising, storm sewer catch basin cleaning, sanitary cleaning/jetting program, annual hydrant flushing program, etc.)
  • Utilize proper PPE while in a confined space and complete proper safety documentation forms associated with confined space entry.
  • Possess working knowledge of village policies, procedures, safety practices.
  • Work with the Village’s contracted maintenance programs.
  • Operate a variety of machinery in order to maintain, repair and install Village-owned utilities. Typical machinery includes but not limited to combination loader/backhoe, excavators, articulating loaders, skidsters, Class “B” CDL dump trucks, vacuum/flusher      vehicles, tractors, and 90lbs. breaker-hammers.
  • When necessary respond to emergency events including but not limited to issues pertaining to the Utilities Division.
  • Work with crew leader to organize and prioritize asset management work orders; update asset information; and close work orders when completed.
  • Find products or product information by contacting suppliers for unique or      unusual situations.
  • Communicate using e-mail and work with schedules on a web-based calendar program.
  • Use a hand-held Global Positioning System (GPS) to collect utility information.
  • Assist with other public works activities such as snow removal, street repairs, special events and holiday decorations when required.
  • Perform other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Requirements

Position Requirements – Category II

  • High school diploma or GED required.
  • Class C Drinking water certification.
  • NASSCO PACP, LACP, and MACP certification.
  • Forklift certification.
  • Must possess a valid class “B” Commercial Driver’s License (CDL) with an air brake and tanker endorsement or the ability to obtain one within a year.

Position Requirements – Category I

  • High school diploma or GED required.
  • Must possess a valid class “B” Commercial Driver’s License (CDL) with an air brake and tanker endorsement or the ability to obtain one within a year.

Required Abilities

  • Requires working knowledge of the care and use of the tools, vehicles, and equipment used in the Utilities Division for maintenance and repair.
  • Requires working knowledge of storm collection, wastewater collection, and drinking water distribution system repair procedures and techniques.
  • Requires the ability to follow verbal and written instructions and take notes in the field when necessary.
  • Requires the ability to work independently and efficiently.
  • Requires the ability to work outside under inclement weather conditions such as rain, snow and extreme heat or cold.

Starting Wage

The wages for this position are as established in the Collective Bargaining Agreement between the Village of Itasca and the International Union of Operating Engineers, Local 150. The current FY 2026 hourly range is $31.33 – $44.75 for a Category II position and $28.20 – $40.29 for a Category I position.

In addition to the starting wage, the Village offers an excellent benefits package including participation in IMRF.
