Position Purpose
Serves as the district’s lead architect for translating strategic priorities into measurable results that advance student outcomes and campus performance within the TEA accountability framework. Bridges vision and execution, ensuring that transformation initiatives move from concept to sustained impact and improved accountability. Mobilizes cross-functional teams, aligns campus improvement efforts with state and district expectations, and builds systems that drive continuous improvement and accountability across all levels of the organization.
ESSENTIAL JOB FUNCTIONS
Strategic Implementation & Accountability
- Leads cross-departmental collaboration to ensure implementation fidelity of strategic initiatives that impact district accountability.
- Translates the district’s Strategic Plan into actionable initiatives aligned to TEA’s accountability framework, including student achievement, school progress, and closing the gaps domains.
- Leads district and campus planning cycles to ensure alignment between Strategic Plan priorities, TEA accountability indicators, and improvement strategies.
- Coordinates with Curriculum & Instruction, Assessment, and School Leadership to ensure continuous improvement systems meet TEA and ESSA requirements.
- Develops implementation dashboards to track progress toward accountability outcomes at both the district and campus levels.
- Oversees the design and execution of school transformation frameworks, including DCSI structures, TIPs, and Transformation Action Plans (TAPs), ensuring fidelity to TEA-approved processes.
- Partners with campuses identified for School Improvement to support data cycles and guide implementation of targeted strategies.
- Partners with School Leadership to lead cross-departmental collaboration in designing and delivering cohesive support systems for campuses requiring targeted assistance.
Systems Leadership
- Convenes and leads interdepartmental implementation teams to align instructional initiatives, resource allocation, and accountability supports.
- Facilitates continuous improvement cycles using TEA data tools, Domain analyses, and outcome trend reports to refine district strategies.
- Builds systems for organizational learning and replication of successful data use practices across campuses.
Data, Reporting, and Insight
- Leads the development and refinement of monitoring systems to ensure accurate and timely tracking of TEA performance indicators.
- Collaborates to create State of the District and State of Schools reports highlighting TEA accountability trends, campus ratings, and growth data.
- Partners with Assessment and Data teams to analyze student achievement, growth, CCMR outcomes, and other TEA metrics that drive school ratings.
- Communicates and develops data-driven insights through visual dashboards, progress briefings, and performance scorecards to continually monitor accountability
Safety
- Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
- Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
- Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.
Supervisory Responsibilities
Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Knowledge, Skills & Abilities
- Knowledge of best practices in project management and program evaluation, including strategic planning, resource allocation, data management techniques, and coordination of resources.
- Knowledge of data information systems, data analysis, and the formulation of action plans.
- Knowledge of federal and state guidelines and District policies and procedures regarding education, data privacy, budget, and programs.
- Knowledge of best practices in data management including collecting, monitoring, and reporting of data.
- Skill in judgment and creativity in decision-making, together with use of qualitative and quantitative data to make actionable recommendations.
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

- Ability to prepare publications, documents, reports, and communication materials for mass distribution.

- Ability to establish program goals and objectives that support, develop, implement the strategic plan across the District.

Physical & Mental Demands, Work Hazards
- Tools/Equipment Used: Standard office equipment, including computer and peripherals.
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Occasional light lifting and carrying (less than 15 pounds).
- Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
- Attendance: Regular and punctual attendance at the worksite is required for this position.

Minimum Required Qualifications
- Education:
- Master’s degree from an accredited college or university required;
- Major in Educational Leadership, Curriculum and Instruction, or Research and Data Analytics preferred.
- Certification/License:
- Valid Texas Teaching Certification, Texas Mid-Management or Principal Certification, Data Analytics Certificate; or related credential preferred.
- Experience:

- 5 years progressively responsible experience in district strategy, school improvement, or accountability systems.
