About the Department
The FSS Coordinator is responsible for working directly with residents, local service organizations, and providers to coordinate services that result in self- sufficiency. Coordinator is expected to motivate and engage residents in activities that will assist them in becoming self-sufficient such as education, homeownership preparation, financial literacy, budgeting, family related programs and other resources and programs relative to self-sufficiency. Additionally, the Coordinator must be able to communicate and implement rules and regulations as well as perform duties in accordance with the Federal regulations governing the FSS program. Primary attention will be given to assessing resident needs and identifying providers and services to address the needs.
The FSS Coordinator will also be responsible for conducting annual and interim recertifications along with rent increases that must be completed monthly and within the time requirements allotted by the department policy and procedures as well as HUD requirements.
Position Duties
The FSS Coordinator performs assigned duties that may include, but are not limited to the following:
Coordination of activities and services to assist participating families in becoming self -sufficient.
Establishing working relationships with service providers and local organizations to ensure a continuum of services.
Documenting and tracking both resident and provider activity.
Grant writing preparation and research for resource identification.
Problem solving and troubleshooting are required to ensure case management and program success.
Regularly working with confidential data requiring reasonable care to protect.
FSS Coordinator is required to work with Housing Choice Voucher Homeownership Program participants who desire to enroll in the FSS program.
Coaching, cross training, training, and assisting other workers as assigned.
Working with limited supervision on regular work assignments, with increased supervisory and technical assistance with more difficult assignments.
Being able to work effectively from oral or written instructions including varying levels complex rent and subsidy payments.
Knowledgeable of Federal and local regulations to perform job duties such as:
- Procedures and policies related to payment standards, utility allowances, rent burden and rent reasonableness
- Federal and local rules regarding voucher issuance and extensions.
- Processing Requests for Tenancy Approval accurately and timely
- Ability to competently perform lease-ups, tenant moves, unit leasing requirements, criteria for denial of owners, and processing procedures for portability.
- Documenting interim/recertification files in accordance with agency policy.
- Applying knowledge of family and owner obligations, as well as local policies and procedures for resolving non-compliance.
- Must be able to complete and pass the HCV and FSS certifications
- Perform other duties as assigned.
Minimum Qualifications

EDUCATION AND/OR EXPERIENCE:
- A bachelor’s degree in Social Work or other related field from an accredited college or university, along with two to four years related experience, or an equivalent combination of education and experience is highly preferred.
- Comprehensive knowledge of the fundamental skills, techniques and practices required to coordinate economic and self-sufficiency services to children and adults. Two or more years experience in word processing, database applications or other computer related experience.
- One-year experience in the area of social service, customer service or working with disabled populations, families in trauma, and/or the elderly.
- Two or more years experience in case management.

Considerable knowledge of Agency policies, procedures, HUD regulations as well as knowledge of community resources. Knowledge of general office principles, practices and machines, such as computers, copiers and calculators are necessary. Professional skills in communication and writing. Also, it requires good organizational skills, ability to stay in control and maintain even handed approach with people while working with continually changing multi tasks in a deadline driven work environment. Must be bondable.
CERTIFICATES, LICENSES, REGISTRATIONS: Certification in Section 8 Eligibility, Rent Calculation and Occupancy, FSS Certification will be required after 6 months of employment with IHA, Valid Indiana Driver's license.
