POSITION TITLE: Senior Manager of Programs
RESPONSIBLE TO: Director of Programs
HRS PER WEEK: 40 hours+
CLASS: Exempt
COMPENSATION: $66,560 - $76,960 - Depending on Experience
BENEFITS: Eligible for health, vision, and dental insurance the first of the month following 30 days of employment with other benefits eligibility after a 90-day mutual introductory period is completed. Eligible for FFLC-sponsored benefits (e.g. paid time off benefits such as holidays, floating days, vacation and sick).

The ideal candidate has excellent supervisory and program management skills and can effectively balance administrative and direct service needs.
The Senior Manager of Programs oversees a designated portfolio of FFLC programs. Primary responsibilities include: supervision of each program’s manager, support with departmental personnel issues in collaboration with FFLC’s HR department, program planning, budgeting, implementation, and evaluation. This person will support decision making and provide reporting about the programs they supervise.
PRIMARY TASKS & RESPONSIBILITIES:
- Oversee an assigned portfolio of FFLC programs
- Support and design program responses that provide choice and dignity to people experiencing food insecurity
- Lead change processes and staff development to deliver flexible, responsive, and inclusive services
- Ensure programs are mission-aligned and deliver measurable impact through ongoing strategic, programmatic, and financial evaluation
- Work with staff and community members to share public information about programs and services including reporting, public speaking and attending relevant community convenings
- Develop and maintain relationships with community partners operating in health, human services and anti-poverty
- Guide annual work plan process for assigned programs. Define and articulate funding priorities, participate in budgeting and oversee spending and grant utilization
- Oversee program implementation and evaluation
- Oversee compliance controls to satisfy conditions of federal, state and grant funded programs
- Establish risk mitigation to safeguard food safety, charitable tax status and client civil rights
- In cooperation with the Director of Programs, help coordinate emergency/disaster food distribution activity for the programs within this portfolio
- Support appropriate staff to write and submit grants, and assist with documenting and reporting grant outcomes
- Provide leadership in advancing strategic plan initiatives, including supporting cross-functional efforts and, when appropriate, serving as initiative lead
- Foster clear, consistent, and adaptive communication across all levels of the organization to ensure alignment and shared understanding
Leadership and Supervision of Staff
- Directly Supervise a staff of 3-4 Program Managers
- Promote a positive work environment with high level focus on FFLC’s values of compassion, collaboration, and inclusion
- Exhibit leadership on complex situations that often requires skill in change management
- Establish, model, and reinforce constructive interpersonal dynamics by training teams in effective feedback practices and fostering a solutions-oriented culture that builds engagement and energy
- Responsible for all aspects of personnel administration, including hiring, training, coaching, employee development, performance appraisals, discipline, and conflict resolution
Budget and Financial Control
- Monitor department budgets, manage expenses, analyze variances, and initiate corrective actions and spending adjustments to achieve financial objectives
- Adhere to spending policies and procedures
- Manage relevant government contracts
- Build on FFLC’s reputation as a high-performing steward of donor resources
OTHER TASKS & RESPONSIBILITIES:
- Represent Food for Lane County to the public with knowledge and respect
- Attend all required meetings
- Maintain cross-training in all overseen programs to provide support in the absence of a manager
- Other duties as assigned
SKILLS & QUALIFICATIONS: We value all forms of experience including unpaid work, lived experience, education, and training
- Bachelor’s degree or higher, or equivalent work experience
- Work experience relevant to the position, preferably including planning, program development, program evaluation, budget management, and program or project management
- Minimum of 5 years' experience supervising staff, organizing and delegating work, and providing leadership
- Bilingual Spanish/English preferred
- Ability to solve problems, manage multiple priorities, and move complex projects forward while paying attention to details and deliverables
- Excellent verbal and written communication skills
- Excellent research and analysis skills
- Public speaking skills
- Professional or volunteer experience with social services, food banking, hunger relief programming and/or community food systems work preferred
- Ability to understand and monitor contractual documents
- Proficiency using Microsoft Windows Office Suite and 365
- Experience working with databases
- Ability to work in an open office environment with noise and interruptions
- Safe driving record, valid Oregon driver’s license, current vehicle insurance and ability to use personal vehicle for FFLC business, and qualify for insurance coverage with Food for Lane County’s carrier
