About the Department

This position serves as a working manager who actively contributes to the daily operations of the Human Resources division while providing leadership and support to HR staff. Works collaboratively with the HR Specialist and Payroll Specialist to deliver high quality human resources and payroll services to all City departments. Performs a variety of professional-level HR functions, including recruitment and selection, employee relations, classification and compensation, benefits administration, and policy implementation. Provides guidance, coaching, and technical expertise to staff and supervisors, ensuring consistent application of City policies, procedures, and best practices. Work is performed independently under the supervision of the Assistant City Administrator.

Position Duties

  • Manages Human Resources Division activities and annual budget, oversees employee and labor relations, personnel related compliance programs (EEO/AA, FLSA, ADA, Veteran’s Preference, FMLA, MN Paid Leave, COBRA, etc.), position descriptions, pay equity, wage plans, and payroll functions.


  • Ensures personnel records, recruitment, staffing plans, benefits, insurance, wellness, employee recognition, safety programs, payroll, and daily HR functions are coordinated.


  • Develops and coordinates the administration of employee salary plans and benefits and insurance plans.


  • In coordination with the Assistant City Administrator, administers and negotiates collective bargaining agreements for all union groups within the city, including negotiation strategies, grievance and arbitration support, contract negotiations, and communications with involved parties.


  • Consults with, provides advice, and makes recommendations to City Council, City Administrator, and Department Heads concerning policies, laws or human resources issues, and modifications of current organizational structures; collaborates with City Attorney and labor consultants regarding complex HR issues; monitors and ensures applicable laws and policies are followed. Researches, writes, and updates personnel policies. 


  • Provides recommendations on hiring, terminating, promoting/demoting, and suspensions of City staff to the Assistant City Administrator. Works with the HR Specialist in the recruitment and hiring processes, continually monitoring and evaluating personnel policies and employee benefits and compensation to ensure market competitiveness and legal compliance.


  • Administers the city’s performance management program, including program development and review, supervisor training, and compliance.


  • Participates in and/or leads internal committees such as wellness, safety, and employee advisory committees and attends City Council meetings as necessary.


  • Takes a proactive role in developing and implementing initiatives that foster a positive, high-performing, and inclusive workplace culture.  


  • Performs other duties and assume other responsibilities as apparent or as delegated. 

Minimum Qualifications

Minimum Requirements: Bachelor’s Degree in Human Resources, Public Administration, Business Administration or related field; 5 years of relevant experience developing, implementing and administering human resource and employee relation programs; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. 


Desirable Qualifications: Master’s Degree in Human Resources, Public Administration, Business Administrator or related field; SHRM and PHR certifications; experience with NeoGov and BS&A software programs; and at least two years’ experience in public sector human resources management in either a city, county, state, special district, or school district setting.
