Description

DIRECTOR OF CAPITAL PROJECTS’ functions include but are not limited to the following:

  • Strategic Leadership and Oversight:
    • Provide overall leadership for the planning, design, construction, and evaluation of the City’s capital projects, ensuring alignment with organizational goals and community priorities.
    • Develop and implement strategic goals, policies, and long-range plans for capital investment, infrastructure renewal, and fiscally responsible project delivery.
    • Direct resource prioritization, oversee risk mitigation efforts, and establish sustainable, long-term strategies for effective capital project execution.
  • Capital Improvement Program (CIP) Administration:
    • Lead the development and execution of the City’s multi-year Capital Improvement Program (CIP), ensuring alignment with strategic priorities and community needs.
    • Present capital program and budget recommendations, and provide regular updates to city management, City Council, and stakeholders on project delivery, financial performance, and schedule adherence.
    • Coordinate with regional partners, oversee construction activities, and communicate project impacts and timelines to residents.
  • Financial and Grant Administration:
    • Oversee capital project financing strategies, including bond funding, state/federal funding programs, and public-private partnerships.
    • Direct and coordinate citywide grant acquisition, compliance, and reporting for capital projects.
    • Ensure sound fiscal stewardship and accountability across all capital programs.
  • Procurement, Contracting, and Compliance:
    • Direct the development of RFPs, RFQs, and bid documents for capital projects.
    • Negotiate and manage major contracts with architects, engineers, consultants, and contractors.
    • Ensure compliance with federal, state, and local laws, as well as professional standards and best practices.
  • Team Leadership and Collaboration:
    • Supervise and mentor staff in the Capital Projects Division.
    • Foster collaboration across departments to ensure coordinated delivery of capital projects.
    • Serve as liaison to community groups, external agencies, and regional partners to advance capital initiatives.
  • Communication and Stakeholder Engagement:
    • Communicate project impacts, timelines, and progress to elected officials, staff, and the public.
    • Facilitate public engagement and build trust through transparent communication and accountability.
  • Contribute to the team effort by performing other related duties as assigned.

Qualifications


Education and Experience An equivalent combination of education, training and experience will be considered.

Education: Bachelor’s degree related field is required. (Preferred areas of study: Engineering, Construction Management, Architecture, Public Administration, Planning, or Finance)

Experience: 8–10 years of progressively responsible experience is required.

Supervisory: 3 years of previous supervisory experience is required.

Certifications/Licenses: Valid Texas Driver’s License; Project Management Professional (PMP) or Professional Engineer (PE) license preferred.
