Position Duties

Why It's a great opportunity: In this role you will support Pierce County’s budgetary priorities and strategic vision. You will provide leadership and oversight for Questica and Workday ERP systems while performing a combination of highly complex budget and strategic performance management. You will be serving as a subject matter expert with an emphasis on providing strategic budgetary recommendations to senior leadership and facilitating informed decision-making through advanced research and analysis, forecasting and reporting, financial and programmatic evaluation, and performance management.

How to be successful in the role: Your success will come from being an experienced finance professional with a background in public sector budgeting and expertise with the Workday ERP platform and Questica budgeting system. You will need exceptional communication across all levels of the organization and be highly organized with strong attention to detail while understanding governmental budgeting methodologies, strategies, and processes. Your experience using data to support decision-making, developing budgets to meet strategic goals, creating measurable and informative performance measures, and tracking how our resources are allocated and spent will drive your success. Experience in presenting recommendations to senior leadership, using research and data analysis to support decision-making, integrating performance management, and strategic planning best practices within a budget will ensure your success.

Core daily responsibilities:

  • Serve as a subject matter expert in the development and planning of the County’s biennial budget and supplemental budgets, including gathering and analyzing financial data, estimating revenues and expenditures, and aligning budget proposals with organizational goals. 
  • Monitor departmental budgets to ensure compliance with County requirements, analyze trends, anticipate future needs, and recommend adjustments to align outcomes with budget allocations. 
  • Prepare comprehensive tracking and regular budget monitoring reports to ensure expenditures remain within approved limits and revenues align with projections. 
  • Lead the preparation of accountability and performance reports, including impact and outcome reviews for County initiatives, projects, programs, budget variances, and other key efforts to support informed decision-making. 
  • Identify, propose, and manage analytic projects to address policy issues. Gather and analyze quantitative and qualitative data for assigned departments to support proposals, plans, and decisions.
  • Collaborate with assigned departments to establish data-driven performance measures and benchmarks that align with the County’s strategic plan, goals, and budget. 
  • Create and manage complex spreadsheets, models, forecasts, and cost calculations to support financial and performance management.

Minimum Qualifications

  • A resume and cover letter are required for this position. 
  • Bachelor’s degree in Finance, Budgeting, Accounting, Public/Business Administration, or a related field, AND 
  • Five years of progressively responsible experience in governmental budgeting and/or performance management, AND 
  • One year of experience in a project lead role. 
  • Additional education or experience which clearly indicates the ability to perform the essential functions of this position may substitute on a year for year basis.
