Summary
Plan, manage, and evaluate the information systems, voice communications, and electronic data processing for all of EHN. Implement goals, objectives, policies and procedures for electronic data processing and computer systems operations. Provide direction and management of daily IT operational activities and associated technologies. Ensure efficient and effective utilization of staff and resources. Ensure department adherence to company policies and regulatory compliance. Act as member of leadership team.
Supervisory Responsibilities
This position directly supervises non-supervisory employees and carries out supervisory responsibilities in accordance with EHN and clinic policies, procedures and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning and assigning work schedules; appraising performance; coaching and developing employees; rewarding and disciplining employees; addressing complaints and resolving problems.
Primary Duties and Responsibilities
- Manage and maintain all IT systems, networks, servers, and software applications, including but not limited to NextGen EHR/PM and diagnostic imaging systems.
- Lead the implementation of IT projects, such as software updates, infrastructure improvements, cybersecurity measures, and new technology integrations.
- Oversee data security and HIPAA compliance, ensuring patient data is protected and risk assessments are conducted regularly.
- Install, set up, and monitor local area network (LAN); perform a variety of maintenance, evaluation, installation, and training tasks to ensure LAN performance meets company and user requirements. Identify network problems and oversee resolution of problems.
- Develop and maintain IT policies and procedures, including disaster recovery plans and standard operating procedures.
- Collaborate with practice leadership and providers to align IT strategies with clinical workflows and business goals.
- Establish, maintain and measure progress toward organizational IT goals.
- Oversee the daily performance and operation of EHN computer systems, leveraging data to propose workflow enhancements and technology upgrades.
- Lead and mentor members of the IT team.
- Serve as the main point of contact for vendors, contractors, and external managed service providers.
- Control expenditures of the department and related projects. Negotiate contracts with vendors, contractors and suppliers; review and negotiate revisions, changes and additions to contractual agreements.
- Provide technical assistance and support to end-users regarding computer software or hardware operation; troubleshoot and resolve software, hardware and network problems; install hardware, software, and peripheral equipment; perform minor maintenance and repairs as needed.
- Ensure work is performed in compliance with company policy, department procedures and regulatory requirements, including HIPAA and OSHA.

Qualifications
Education and/or Experience; Certificates, Licenses, and Registrations (Minimum Requirements)
- Bachelor’s Degree in Computer Science or related field.
- Minimum eight (8) years of progressive technology leadership experience, including three (3) years in a management role.
- Experience in IT management in a highly-regulated industry, preferably healthcare.
- An equivalent combination of education, experience and training that would provide the knowledge, skills and abilities required for the successful performance of the essential job duties.
Necessary Knowledge, Skills and Abilities
- Strong interpersonal skills and ability to work well with others.
- Strong communication skills, both oral and written.
- Excellent troubleshooting and project management skills, with the ability to work in a fast-paced, patient-focused environment and prioritize multiple competing tasks.
- Working knowledge of common operating systems (Windows 2000/XP/2003, Linux, and AIX-UNIX) and software applications (MS Active Directory, IDX GPMS, Windows Office Suite, and web filtering programs).
- Adequate familiarity with network equipment found in LAN/WAN environments.
- Knowledge of HIPAA and HITECH regulations, as well as general healthcare cybersecurity best practices.
- Knowledge of fundamental operations of commonly used software, hardware, and related equipment.
- Knowledge of Windows and Unix Operating Systems, hardware and components; knowledge of GE Centricity IDX architecture preferred.
- Ability to work a flexible work schedule, including evenings and weekends, and a willingness to travel to local worksites as needed.
- Familiarity with ophthalmic diagnostic equipment integration (e.g., OCT, fundus, visual field machines) is a plus.
- Understanding of Electronic Health Records (EHR) systems, particularly NextGen EHR/PM a plus.
Physical Demands / Work Environment
- Majority of work is performed in a general medical office environment. Exposure to moderate levels of noise in a well-lit, well-ventilated and moderately paced environment.
- This position requires manual/finger dexterity as necessary to perform daily job duties.
- Frequently required to sit for extended periods of time.
- Occasionally required to reach with hands and arms; lift, push, pull and/or carry objects up to 20 pounds.
- Frequently required to travel between locations.
