Purpose of Job
The purpose of this job is to formulate network and security policy within the Information Technology (IT) Department and do network design, network infrastructure management, GIS management, and security management. Duties and responsibilities include, but are not limited to, assisting the IT Director in budget preparation of network and security projects, project planning, systems design, systems security, network needs analysis, GIS supervision and support, and performing additional tasks as assigned.

May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Position Duties
Bachelor's degree in computer science/information management, information systems, GIS or a related field with four years of GIS, network, networking hardware, and/or object oriented programming languages experience in a multi-user environment required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
One year of project management experience in an IT environment required.
Four years of supervisory experience in an IT environment required.
Must possess a valid driver's license.
Criminal fingerprint background check must indicate eligibility for access to sensitive public safety information such as GCIC records and other confidential departmental data which may reasonably be accessed during execution of CIS duties.
Minimum Qualifications
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises and evaluates assigned staff, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
Responsible for overall direction of staff in absence of Director.
Maintains the security of the Athens-Clarke County Government's computer system, including disaster and/or recovery activities in the event of an emergency or sudden data loss.
Manages various network and GIS related projects, including supervising assigned staff, assigning job duties, and evaluating outcomes of the project.
Conducts system requirement analysis for new GIS applications and monitors application development using a system life cycle development methodology determining cost/benefit of new GIS applications.
Develops and implements software and hardware standards to ensure that GIS related hardware and software is up-to-date and capable of meeting department needs.
Analyzes the needs of Athens-Clarke County's network for formation of strategic direction. Identifies problems within the Athens-Clarke County network and evaluates potential solutions, and identifies and implements the most efficient solution.
Assists in interviewing and selecting job applicants.
Develops policies regarding network operations, network security, network device management and GIS applications for the Unified Government.
Assists IT Director in preparation of departmental operating budget and government-wide capital budgets for network and security projects and GIS applications and system upgrades.
Designs and plans network expansions for Athens-Clarke County that will be used throughout the entire Government.
Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the policies, practices, procedures and activities of the Athens-Clarke County Government and the operations and functions of the Information Technology Department.
Knowledge of networks, network design, Windows operating systems, and CISCO routers and switches.
Knowledge of AS400, CISCO IOS, LINUX and Windows servers. Understanding of GIS concepts and design principles.
Knowledge of ArcGIS and other ESRI applications.
Knowledge of methods for developing and administering operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of policies, methods, operations, computer technologies, budgetary and equipment needs, etc. as they pertain to division operations and activities.
Knowledge of organizational principles, management principles, and human relations.
Knowledge of computer hardware, software, operating systems, networking, and programming languages.
Knowledge of wiring systems, job applications, diagnostics reports, and several other various computer analysis processes and software programs.
Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals. Technical ability to design local and wide area network infrastructure including all forms of communication methods and configurations.
Ability to manage all aspects of computer security related to policy, procedure, and analysis.
Ability to monitor, design, and set policy for all aspects of backup and recovery including disaster planning.
Ability to develop and implement long-term goals in order to promote effectiveness and efficiency and provide for network needs.
Ability to identify problem areas in the network and determine appropriate solutions.
Ability to acquire, integrate, and apply new technical knowledge.
Ability to effectively communicate and interact with subordinates, management employees, members of the general public and all other groups involved in the activities of the Information Technology Department.
Ability to communicate technical information to others.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including computer equipment and tools for electronic and mechanical repairs. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, bending, stooping, standing, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those for medium work.
