The Director of Engineering and Program Management is responsible for leading and coordinating the efforts of a multi­ disciplined team of professionals (including both in-house staff and consultants) tasked with responsibility of Port Capital Improvements and Maintenance projects.

The position is also responsible for building a solid reputation for professional accountability and integrity (internal and external) through the development and management of Port design engineering and construction administration policies and operational systems, open and transparent consultant selection process, effective and respected dispute resolution process, and adherence to public bidding laws.

The ideal candidate must be able to foster a positive and safe work environment that includes employee development, continuing education and training.

Position Duties

Possession of a current Louisiana license to practice professional engineering plus one of the following, which must include two years of experience at the supervisory level or above:

Four years of licensed engineering experience; or

Eight years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.com.

Other Qualifications

Job Duties:

  • Project Management & Capital Improvements:
    • Leads and manages large-scale capital improvement and special projects, overseeing budgets, schedules, feasibility studies, environmental assessments, and consultant coordination. Ensures timely reimbursement from funding sources and monitors on-site construction progress.
  • Engineering & Planning Administration: 
    • Provides strategic engineering guidance to executive leadership, manages consultant contracts, addresses bidding issues, and evaluates new technologies and methods. Participates in capital planning and establishes improvement priorities.
  • Supervision & Personnel Management:
    • Directly supervises engineering staff and consultants, assigning work, managing performance, resolving personnel issues, and approving expenditures. Oversees the technical output and contract work of internal and external engineering professionals.
  • Strategic Leadership, Representation & Miscellaneous Duties: 
    • Represents the Port in public forums and during emergencies, supports sustainability initiatives in engineering projects, collaborates cross-departmentally, develops budgets, and provides leadership in national forums and industry functions.

Position-Specific Details:

Appointment Type:  Promotional - This position will be filled by a Current Permanent Classified Port of New Orleans Employee.

Compensation: This position is eligible for promotional pay.
