General Description

A Director of Federal Programs is a key leadership role responsible for the oversight and management of all federal education grants and programs. This position ensures that the school district complies with all federal and state regulations, while also strategically using these funds to support student achievement and meet the district's educational goals. The director serves as the primary liaison between the school district and the North Carolina Department of Public Instruction (NCDPI) and the Office of Federal Programs.

 

Reports to: Superintendent

 

Education Requirements

  • North Carolina Teacher Licensure 
  • Minimum 5 years of classroom teaching experience 
  • Master’s Degree in an education-related field, Curriculum & Instruction, or Administration preferred
  • Experience in Fiscal Budget Management 
  • Demonstrated experience in Title I, Title II, and other federal programs
  • Preferred: Certification in ESL 

Supervises:

  • Multilingual Learner Staff
  • Migratory Education Program Staff for Surry County (Surry County Schools, Mt. Airy City Schools, Elkin     City Schools, and Millennium Charter Academy)
  • NC Stronger Connections Grant Staff, ending September 30, 2026

 

Duties and Responsibilities

Essential Job Functions:

  • Studies all federal legislation projects and programs for possible opportunities for educational grants, entitlements, and allocations relevant to the needs of the school district. 
  • Informs and interprets the effects of current and pending federal legislation.  ATSI, TSI, CSI, Low-performing; Responsible for Coaching Comments in NCSTAR for Designated Schools
  • Assists in planning the use of funds available to the school through the various federal programs. 
  • Works with designated committees of teachers, principals, and residents in specific programs, projects, or courses of action (i.e., school improvement teams, parent meetings,  etc.). 
  • Obtains data and application forms necessary to fulfill the requirements of the application for Title funds. Include McKinney-Vento, children and youth experiencing homelessness, and Foster Care set asides
  • Considers and evaluates all requests for projects and programs requiring federal grant money, establishing standard practices and procedures for receiving and processing such requests. Approves expenditures. 
  • Assumes final responsibility for writing and filing Title I, Title II, Title VII, Title III,  MEP, and 21st CCLC proposals, applications, and amendments. 
  • Works in tandem with finance employees responsible for federal budgets.
  •  Serves as liaison between school and other agencies on all projects of a joint community nature that involve schools and can be federally funded. 
  • Prepares all required reports and maintains appropriate records, including but not limited to Federal Programs webpages within the Surry County Schools website. 
  • Remains current on changing laws and requirements regarding federal funds available to the schools. 
  • Recommends and administers assigned federal budgets. 
  • Attend trainings/conferences for continued professional development and to keep abreast of changes in rules and regulations of state and federal laws concerning assigned federal programs. 
  • Conducts professional development for Multilingual Learner staff, Migratory staff, and regular education teachers on curriculum and instruction 
  • Analyzes and evaluates student data for Title I schools  
  • Monitors ML Student Instructional Plans for LEP students; Serves as District Test Coordinator for WIDA Screener and WIDA ACCESS yearly testing. 
  • Conducts with LEP/Migrant/Immigrant Headcounts
  • Performs other duties and responsibilities as assigned by the superintendent or designee

 

Physical & Cognitive Requirements

Work in this classification is considered light physical work requiring the exertion of up to 20  pounds of force occasionally and a negligible amount of force frequently or constantly to move objects. 

Must be able to: 

· Operate a variety of technological equipment 

· Gather, convey, and exchange information 

· Respond appropriately to inquiries or complaints 

· Use tact and courtesy when working and dealing with the community 

· Read, comprehend, and prepare various kinds of communication and information, including emails,       correspondence, reports, articles, spreadsheets, staff development plans,  educational forms, and data 

· Write using prescribed formats and conforming to all rules of punctuation, grammar,  diction, and style 

· Speak before groups of people with poise, voice control, and confidence · Apply principles of logical,     critical, creative, or scientific thinking to define problems,  collect data, establish facts, and draw valid   conclusions 

· Demonstrate and apply common-sense understanding to carry out simple instructions and  to make   simple decisions 

· Interpret, infer, analyze, synthesize, and evaluate materials, resources, situations, and  problems to   generate options and solutions
