JOB TITLE: Director of Business Services        

EMPLOYMENT TERM: 12 Months        

SUPERVISOR: Superintendent or Chief of Staff             

CLASSIFICATION: Classified, Exempt 

 

JOB SUMMARY 

 

The Director of Business Services provides strategic and operational leadership for all fiscal and business operations of the district. This position is responsible for ensuring sound financial management, operational efficiency, and regulatory compliance while supporting the district's vision of providing high-quality education and academic success for every student. 

 

The Director oversees finance, accounting, payroll, purchasing, department budgets including food services budgets, facilities and maintenance budgets, transportation budgets, technology budgets, educational services budgets, and site budgets. This role serves as a key advisor to the Superintendent, Governing Board, Chief of Staff, and administrative leadership team on all financial and business matters. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Administers the District's Annual Budget and Financial Reports in accordance with sound business practices and all legal requirements (e.g., Arizona Revised Statutes, Auditor General, Maricopa County School Superintendent, Uniform System of Financial Records) to ensure fiscal integrity, transparency, and alignment with district goals. 
  • Leads financial planning, analysis, and forecasting to ensure short-and long-term sustainability of district operations and to maximize resources in support of student learning. 
  • Develops and maintains internal controls, systems, and processes to ensure compliance, fiscal accountability, and accuracy across all district business operations. 
  • Oversees and evaluates assigned departments (Fiance, Payroll, Purchasing, Transportation, Food Services, Maintenance, Technology, etc.) to ensure efficient and effective delivery of services aligned with district priorities. 
  • Prepares, presents, and interprets complex financial data and reports for the Superintendent, Governing Board, community, and state agencies; provides financial transparency and informed decision-making. 
  • Coordinates with the Superintendent to manage external audits and compliance reviews to ensure accurate, timely, and successful outcomes. 
  • Advises the Superintendent, Chief of Staff, and Governing Board on financial and operational matters, providing recommendations that promote fiscal responsibility and support district goals. 
  • Collaborates with internal and external stakeholders (e.g., state and county agencies, audtiors, vendors, community organizations) to promote cooperative working relationships and achieve district objectives. 
  • Supervises, trains, and evaluates staff to promote professional growth, accountability, and operational excellence. 
  • Ensures effective management of procurement, contracts, and bids/RFPs in compliance with state and federal laws and district policy. 
  • Monitors and manages cash flow, revenues, and expenditures, including Tax Anticipation Notes, bonds, and capital projects. 
  • Researches and implements financial software and technology solutions to improve efficiency, data integrity, and transparency. 
  • Practices and models ethical leadership, equity, and professionalism in all operations and decision-making. 
  • Supports the Superintendent, Governing Board, Chief of Staff and district leadership team in developing policies, long-range strategic plans, and operational goals. 
  • Performs other related duties as assigned to ensure the effective and efficient operation of the district's business services. 

JOB SPECIFICATIONS 

 

Education & Experience 

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field required. 
  • Master's degree preferred. 
  • Minimum of five (5) years of progressive leadership experience in school business, governmental accounting, or public-sector financing required. 
  • Experience with Arizona public school finance and the Uniform System of Financial Records (USFR) strongly preferred. 

Licenses & Certifications 

  • Valid Arizona Driver's License and proof of insurability. 
  • Arizona School Business Official (ASBO) certification preferred or willingness to obtain with three years of hire. 

Knowledge, Skills and Abilities 

 

Knowledge of: 

  • Arizona school finance laws, budget management, and auditing requirements. 
  • Governmental accounting principles and practices (GAAP, USFR). 
  • Federal and state grants management. 
  • Public procurement and contracting laws. 
  • Capital project and bond fund management. 
  • Payroll and human resource financial systems. 

Skilled in: 

  • Budget development, forecasting, and financial analysis. 
  • Implementing financial controls and business process improvements. 
  • Using and integrating financial management software systems. 
  • Preparing and delivering reports and presentations to varied audiences. 
  • Supervising and developing staff across multiple departments. 

Ability to:

  • Exercise sound judgment and maintain confidentiality. 
  • Meet deadlines and manage multiple priorities.

WORKING CONDITIONS 

  • Work is performed in a standard office environment. 
  • Requires occasional lifting (up to 25 lbs.), sitting for extended periods, and use of standard office equipment. 
  • Frequent interruptions and multiple demands are typical of this position.

The noise level in the work environment is moderate to loud and can vary in temperature. The nature of this position is fast-paced and may occasionally be thought of as stressful. Through interaction with the public and other district employees, the employee may encounter different scents.
