Position Summary
Reporting to the Senior Director of Finance & Risk Management, the Payroll and Benefits Administrator manages all payroll-related functions of GSGLA including oversight of biweekly payroll, payroll maintenance, and quarterly and year-end reporting for government and staff purposes. Additionally, this position will oversee the administration of all GSGLA Employee Benefits, including Health, Dental, Life, and 403(b) offerings. The Payroll and Benefits Administrator is the liaison between Human Resources and Finance, and between Finance/HR and the GSGLA staff. This position interacts with staff on every level at GSGLA, so it is important to have strong written and oral communication skills. Payroll is a high-pressure situation; we are looking for a teammate that will handle pressure well, manage deadlines, has a working knowledge of payroll and benefit regulations, and has learning agility. Ideally the candidate will have experience with Paycom payroll software.

Essential Duties & Responsibilities
- Act as primary point of contact for all payroll- and benefit-related questions from GSGLA staff and management
- Manage all aspects of biweekly payroll including but not limited to:
- Timesheet collection, review, data entry and submission of payroll
- Coordinate implementation and reconciliation of payroll deductions including 403(b) payments, benefits, etc.
- Create payroll general ledger entities
- Monthly vacation accrual
- Monthly payroll accrual
- Employee stipends
- Employee reimbursements
- Manage all aspects of biweekly seasonal camp payroll
- Actively participate in planning meetings leading up to camp season with Camp Directors and management
- Partnering with Human Resources, ensure proper forms and documentation are available to Camp Directors and staff.
- Train camp staff on necessary registration of benefits, timecard entry and changes, and any other items required for onboarding.
- Ensure timely and accurate payment of wages to international staff, working with Camp Directors on payment methods/options
- Stay current on all California employment laws, particularly wage and hour, etc.
- Manage all aspects of GSGLA’s employee benefits including but not limited to:
- Partnering with HR & Insurance Broker
- Maintenance and administration of all offered benefits
- Bi-weekly reconciliations of 403(b) employee contributions, loans, and loan paybacks
- Annual open enrollment activities
- Management of deductions and earnings in partnership with Human Resources
- Employee reimbursements
- Input employee data into the Paycom payroll system that has been approved and submitted by Human Resources
- Reconcile all payroll- and benefit-related Balance Sheet accounts
- Prepare all reports pertaining to payroll and benefits (e.g., government censuses, etc.)
- Manage all payroll- and benefit-related audit tasks for the annual financial, 403(b) and worker's compensation audits
- Create reports and analyze information for vacation, sick, overtime, worker’s comp, and any other element as requested. etc.
- Identify areas for improvement and efficiency within the payroll and benefit functions
- Maintain payroll and benefit files and documentation
- Manage and perform Quarterly payroll responsibilities including:
- 941 for the IRS
- DE9 for State of California
- Manage and perform annual payroll responsibilities including:
- W-2 review and distribution for employees
- W-3 review and submission for IRS
- 1095 review and submission to IRS and distribution to employees
- Salary and wage range analyses, market adjustment recommendations, and other annual review analyses as assigned.
- Manage and process monthly employee expense reports including:
- Review of receipts
- Ensuring compliance with GSGLA policies and procedures
- Entering reimbursements into bi-weekly payroll run as needed
- Communicating with employees on reimbursement status
- Other duties and special projects as assigned
Qualifications
Qualifications (Minimum Education and Experience)
- Bachelor's degree in accounting, business, or finance
- 5+ years payroll. benefits administration, and general ledger experience
- Advanced Excel skills and intermediate knowledge of Office365
- Abila MIP experience preferred
- Payroll experience for 150+ employees
- Paycom Payroll Service experience highly desired
- Advanced knowledge of California employment laws
- Detail-oriented with high level of accuracy
- Strong positive customer service skills
- Independent decision-making skills
- Ability to multi-task in a fast-paced environment
- Strong written and oral communication skills

Physical Requirements
- The incumbent is in a non-confined office-type setting in which he or she is free to move about at will. The environment for this position is mostly clean and comfortable but may include some minor annoyances such as noise, odors, drafts, etc. while performing this work, the incumbent:
- Will spend time sitting, utilizing the computer.
- Will spend time standing/walking throughout the facilities.
- Must travel via personal vehicle or public transport to various facilities throughout the region.
- May lift to 15 lbs. periodically. If more, the incumbent must request assistance.
- The incumbent must be able to perform this job safely, without endangering the health or safety of him/herself or others.
