Plans, develops, and administers the various employee benefit programs (i.e., health insurance, disability, flexible benefits, retirement, leaves etc.); recommends new and/or improved benefit plans and cost-saving measures; coordinates the benefits payroll setup and all related financial accounting responsibilities; communicates with other divisions and HR to effectively develop and maintain the employee benefits program; ensures compliance with all legal requirements. This position reports to the Director of Human Resources.
Oversees the administration of all employee benefit plans including EAP, State Health Benefit Plan, dental plan, vision plan, disability plans, life insurance coverage, Flexible Spending Account 403b, and other employee benefits programs as needed.
Hires, supervises, and evaluates the Benefits staff. Coordinates with Finance, MIS, Payroll, and other necessary departments.
Manages employee benefits counseling (retirement, disability, FMLA, etc.). Ensures ADA and HIPAA compliance. Administers and maintains records for the alcohol and controlled substance testing.
Monitors and maintains leave records; communicates information related to Family Medical Leave, Short/Long-term Leave, and Disability, Sick Leave Bank, to the Benefits staff, administrative personnel, and employees.
Reviews coverage of benefits plans and employee needs and recommends changes in plan coverage(s) as needed. Negotiates with vendors for rates, coverage and service adjustments.
All other duties, as assigned and required, in order to perform the above services.
Job Requirements
Bachelor’s degree in Human Resources, Business Management or a related field.
Minimum of 5 years progressive management experience in a K-12 school setting or large organization.
Prior experience in the coordination of a K-12 District or large organization benefits program. Makes recommendations which affect the activities of the District.
Valid GA driver’s license; Certified Benefits Professional (CBP) Certification a plus.
Moderate level of judgment required: supervisor is available on limited time basis; individual required to establish and evaluate departmental objectives.
Requires regular, frequent contact with internal personnel of influence and decision-making responsibility to discuss issues of moderate importance; requires continuing contact with officials at higher levels. Excellent interpersonal skills are required for working with inter-organizational teams.

Applies, recommends and implements technology concepts to improve the efficiency and effectiveness of District.
Responsibility for the Welfare of Others: Constant (Daily)
Normal office setting. Requires frequent travel for off-site training locations and school site visits.
Light duty - On most occasions sitting at a desk or table; intermittently sitting, standing, or stooping Light lifting or carrying 20 lbs. or less.
NOTE: This is a grade 27, 225 day position that pays for experience up to a Step 8.
